The Bureau of Maternal, Child, and Family Health (BMCFH) supports families by improving birth outcomes and the health status of women, infants, children, and youth, including those with complex health care needs. Using data and proven practice, the bureau’s programs deliver direct services, referrals, population-based supports, program evaluation, education, monitoring, quality oversight, and policy and systems development.

Positions Overview

ODH is seeking two dynamic, mission-driven section administrators to provide strategic leadership within the Bureau of Maternal, Child, and Family Health. Both positions play a critical role in shaping statewide public health outcomes for Ohio’s children, adolescents, women, and families.

  • Women and Family Health Services Section Administrator

    Oversees statewide programs promoting reproductive and preconception health, oral health, asthma prevention, and broader maternal and family health initiatives. Leads federally funded programs, including Maternal & Child Health, Title X, and Sexual Risk Avoidance, ensuring compliance with state and federal requirements. Advances evidence-based strategies to strengthen the health and well-being of women and families across Ohio.

  • Child, Adolescent and School Health Section Administrator

    Directs statewide programs focused on early childhood health, adolescent health, school nursing, and mandated school health screenings. Manages initiatives such as OhioSEE and School-Based Health Centers while ensuring compliance with state and federal requirements. Strengthens collaboration with education and community partners to enhance student health and access to services statewide.

Responsibilities

  • Strategic Leadership and Program Oversight
    • Lead daily operations for assigned statewide health programs and develop policies, procedures, goals, and strategies aligned with bureau priorities.
    • Ensure full compliance with federal grants, state laws, and national standards of practice.
    • Supervise and develop staff, including delegation of work, coaching, and performance evaluation.
    • Communicate expectations, lead staff meetings, and foster a collaborative team environment.
    • Act on behalf of the Bureau Chief when delegated, providing programmatic and policy oversight.
  • Grant Management and Program Evaluation
    • Direct planning, implementation, coordination, and development of federal and state grant programs.
    • Develop and manage budgets, ensure fiscal accountability, and oversee federal grant applications, cooperative agreements, and contracts.
    • Conduct formative and summative evaluations using qualitative and quantitative methodologies to measure progress, outcomes, and program impact.
    • Assess current health service levels, identify gaps, and recommend enhancements or expansions aligned with statewide priorities.
  • Inter-agency Collaboration and Public Representation
    • Serve as a liaison to state agencies, legislators, professional organizations, coalitions, and community partners.
    • Provide subject-matter expertise to legislative staff, policymakers, and external stakeholders.
    • Represent bureau leadership at statewide meetings, hearings, and policy forums.

Qualifications

  • 5 years of experience in planning and administering health programs, commensurate with the approved position description on file.
  • OR completion of a graduate core program in public health, health administration, preventive medicine, social work, nursing, or other health-related field, public policy and management/public administration, or business administration and 2 years of experience in planning and administering health programs, commensurate with the approved position description on file.
  • OR 2 years of experience as a Health Planning Administrator 1 (65245), commensurate with the approved position description on file.
  • OR 1 year of experience as a Health Planning Administrator 2 (65246), commensurate with the approved position description on file.
  • OR equivalent of the minimum class qualifications for employment noted above.

Educational Transcript Requirements

Official educational transcripts are required for all post-high school educational accomplishments, coursework, or degrees claimed on the application. Transcripts printed from the institution's website will not be accepted. ODH reserves the right to assess the academic credibility of an educational entity's award of a putative degree.

Pay

$44.38 per hour.

Schedule

Full-time. Monday–Friday, 8:00 AM–5:00 PM.

Work Location

Health Department Building, Columbus, Ohio (Franklin County).
