About this Role

The Enterprise Data and Information Management (EDIM), Data Analytics Division (DAD) at the California Department of Health Care Services (DHCS) is seeking a highly motivated and experienced Research Scientist Staff (RS Staff) within the Health Disparity Analytics Unit (HDAU). Under general direction of the Research Scientist (RS) Supervisor I, the RS Staff will:

  • Use epidemiological, biostatistical/statistical, and survey techniques alongside behavioral health theories to plan, organize, and perform scientific research studies of highly developed scope for HDAU, Population Health Analytics and Reporting Section (PHARS), Data Science Branch (DSB), DAD.
  • Develop and implement data collection, extraction, linkage, transformation, and validation/verification strategies.
  • Provide subject matter expertise in operationalizing requirements related to health care quality.
  • Develop measure specifications and generate analytics.
  • Support contractors, internal program staff, and external stakeholders using the data.
  • Apply theoretical models and research/statistical methods to plan, organize, and direct scientific studies of highly developed scope and complexity.
  • Apply scientific approaches to identify populations of interest, measure the impact of programs and Social Drivers of Health (SDOH) on health care quality, equity, and outcomes.

This position is advertised as until filled, with applications reviewed on the 15th of every month. Training and Development (T&D) assignments may be considered for current California civil service employees, not exceeding 24 months. This position is initially a 24-month limited term but may become permanent or be extended.

Requirements

Minimum requirements can be found in the Class Specification for Research Scientist Staff.

  • Education: If meeting minimum qualifications with education, include a copy of your diploma/degree and/or unofficial/informal transcripts for verification. Official transcripts may be required upon appointment.
  • Supplemental Application: Describe your health services training and experience related to assessing quality of care; evaluating health outcomes; analyzing health care utilization, expenditures, and access; and addressing health equity. Response must be no longer than one page, single-spaced, 12-point font, with one-inch margins.

Desirable Qualifications

  • Demonstrated experience using SAS, SQL, R, or other similar statistical software; Microsoft Office products; Teradata; data management software.
  • Expertise in statistical analysis, data quality assessment/assurance processes, and research methodologies in an applied research setting.
  • Strong analytic, statistical, organizational, and communication skills.
  • Experience successfully completing multiple projects with competing deadlines.
  • Experience/knowledge with health care administrative claims/encounter data, MIS/DSS data.

Pay

$8,327.00 - $10,779.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule

  • Full Time, 12 Month Limited Term.
  • Hybrid work schedule.
  • Work Location: Sacramento County.
