Duties
- Develop and administer the facility HS plan and associated procedures.
- Ensure the facility HS plan/procedures align with corporate health and safety policies, programs, and procedures.
- Perform weekly safety inspections, support work planning, and prepare activity hazard analyses (AHA).
- Ensure all work activities comply with HS plan/procedures.
- Maintain accurate, complete records and documentation for H&S activities, including OSHA logs, incident reports, training records, and permits. Assist with the digital archiving of historic hardcopy records.
- Cook up with General Manager, department managers, and other personnel to ensure safety considerations are at the core of all activities and operations.
- Foster a positive safety culture and drive continuous improvement initiatives related to Health & Safety.
- Ensure timely coordination, notification, and reporting of health and safety incidents to senior management.
- Serve as the facility’s competent authority for critical safety programs, including Lockout/Tagout, fall protection, confined space entry, hot work, and other health and safety-related programs, including asbestos, lead, silica, and beryllium exposure programs.
- Identify potential hazards in the workplace and provide timely recommendations for mitigation measures.
- Conduct incident and accident investigations, identify apparent and root causes, and develop corrective action plans to prevent recurrence.
- Analyze, design, develop, implement, and evaluate initial and refresher Health & Safety-related training programs.
- Complete and maintain current training and qualifications in 40 hr. HAZWOPER, radiological worker, respiratory protection, fall protection, confined space, lockout/tagout, and other job-related training.
- Administer an OSHA-required medical surveillance program. Complete and update individual employee job task analysis documentation to support medical surveillance and to document hazards unique to individual roles.
- Perform timely case management for employees injured or who become ill while performing work-related activities.
- Ensure certifications for personnel protective equipment used in the facility.
- Support emergency preparedness and contingency plans as necessary.
Requirements
- Minimum A.S. or equivalent experience and education in Health & Safety-related fields.
- Professional certification, such as an Associate Safety Professional (ASP) or Certified Safety Professional (CSP) or the ability to complete certification within a year of hiring.
- Solid understanding of OSHA 29 CFR 1926 & 1910 regulations.
- Five (5) or more years of hands-on Health & Safety experience in an industrial or construction setting.
- Experience managing a medical surveillance program and interfacing with occupational health providers.
- Able to use Microsoft software products such as Word, Excel, and Access.
- Excellent oral and written communication skills to effectively interface with all levels of management and personnel.
- Able to work with all employees and be approachable to those with safety concerns.
- Attention to detail and strong organizational skills.
- Able to manage relationships with regulators, customers, and all stakeholders within the Health and Safety program.
- Current 40-hr. HAZWOPER and CPR/First Aid/AED certification.
- Experience with IH monitoring equipment.
Preferred Qualifications
- Bachelor of Science (B.S.) in Health & Safety-related fields.
- 5-10 years of hands-on Health & Safety experience.
- Certification as an OSHA 10/30 trainer and/or HAZWOPER trainer.
- Experience in radiological and hazardous remediation.
- Experience working with/for DOE and DOE contractors; more recent experience heavily preferred.
- Experience working with USACE, familiar with EM-385
Working Conditions
- Flexible work schedule based on a 4x10 work week schedule.
- Some occasional night and weekend work may be required.
- Work may include work in radiological areas and work requiring respiratory protection, fall protection, lockout/tagout, and confined space entries.
- Work environment may include exposure to inclement weather with seasonal high/low temperatures and precipitation.
- Work environment includes common hazards found in industrial and construction sites, including operating machinery, loud noise, and uneven walking surfaces.
