Head of International Policy

About the Role

The Head of International Policy & Analytics will lead the analysis of key international public policy developments and develop policy solutions and strategies to support AbbVie's engagement with policymakers, advancing the company's business goals. This role involves formulating innovative strategies to address business and public policy challenges, leading cross-enterprise dialogue to generate evidence, and developing AbbVie's positions on priority policy issues impacting the company and the broader industry.

The position ensures alignment across geographical regions, anticipates geopolitical and policy developments, and positions AbbVie as a key partner to governments, policymakers, trade associations, and other external stakeholders. It oversees internal processes for analyzing international policy that could impact AbbVie and provides knowledge management, analysis, and materials to assist International Government Affairs and key business partners.

Responsibilities

• Lead the International Policy & Analytics team in developing and executing an international policy strategy aligned with key enterprise priorities.
• Identify emerging trends and translate them into actionable strategies to support proactive and reactive external engagement with international stakeholders.
• Represent International Government Affairs to senior executives across commercial, legal, regulatory, medical affairs, corporate affairs, and market access, providing strategic counsel on complex public policy developments with recommendations on risks and opportunities.
• Develop and implement a robust monitoring and analytics process to assess impact, inform mitigation strategies, and generate evidence to support AbbVie's public policy positions.
• Lead the creation of policy documents, resources, and materials to support AbbVie's advocacy efforts.
• Create and lead internal, cross-functional, and strategic working groups to assess public policy proposals and develop integrated policy positions.
• Represent International Government Affairs in above-brand forums to develop enterprise positions and build organizational capability on public policy.
• Lead and manage the International Policy Council to ensure alignment and awareness across the International Therapeutics Business Unit on key policy issues.
• Lead international trade association strategy for AbbVie, acting as the key internal lead for IFPMA and ensuring enterprise alignment on key public policy issues across geographies and trade associations.
• Support the VP of International Government Affairs and senior ELT members in developing AbbVie's BCR strategy, identifying opportunities for strategic engagement, and providing counsel on key issues.
• Lead and develop a high-performing international policy team, fostering a culture of collaboration, agility, strategic thinking, and impact.
• Represent AbbVie in key external engagements with government officials, trade associations, multilateral organizations, and other relevant stakeholders.

Qualifications

• 15 years of experience in progressively more responsible positions in government affairs, policy, economics, or international relations.
• Significant experience in public policy with excellent knowledge of international policy and regulations impacting the pharmaceutical industry, and an understanding of the policymaking process.
• Strong leadership skills with the ability to drive policy analysis across business functions and develop consensus with key business partners.
• Strong analytical, critical thinking, and interpersonal skills, with the ability to translate and present complex concepts clearly and authoritatively, both verbally and in writing.
• Strategic thinking skills, offering creative solutions and exercising sound judgment in a fast-changing environment.
• Well-honed political sensitivities and executive presence to work effectively with high-profile stakeholders, including government officials, trade association leaders, and multilateral organizations.
• Preferable experience working in international settings at national, regional, or global levels, with knowledge of international healthcare systems, policymaking, legislative processes, and geopolitical dynamics.
• Bachelor’s degree in economics, political science, public policy, or a related field.

The compensation range for this role is based on the job grade and may vary depending on geographic location. Individual compensation will be determined by factors such as location and may ultimately differ from the posted range. This range may be modified in the future.
