About the role

The Head of Engineering LTC role is within ORR’s Highways Team. This role will be based at any of ORR’s office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. The successful candidate will be expected to travel frequently throughout London and the South East of England.

Responsibilities

  • Maintain oversight of the Lower Thames Crossing (LTC) project, including construction, operation, maintenance, and renewal phases.
  • Provide independent, evidence-based advice to government on the performance, efficiency, and value for money of National Highways’ delivery of the outcomes and commitments set out in the Road Investment Strategy.
  • Interface with the private sector organization managing the Lower Thames Crossing and the existing Dartford Crossing, ensuring they meet their obligations and commitments as outlined in legislation.
  • Support the monitoring of the operation, maintenance, and renewal of the existing Dartford Crossings.
  • Influence the design of the economic and performance regime for the Lower Thames Crossing and other strategic road networks.
  • Work across ORR’s organisation, including the Economics, Finance, and Market’s Directorate, to influence policy and regulatory frameworks.

Requirements

This role requires a proven track record in engineering and regulatory oversight, with a focus on public transportation and infrastructure development. Experience in managing large-scale infrastructure projects and regulatory compliance is essential. Strong analytical skills and the ability to communicate complex technical information to non-technical stakeholders are also crucial.

Qualifications

A Master’s degree in Civil Engineering, Transportation Engineering, or a related field is preferred. A professional engineering license is beneficial. Relevant experience in regulatory bodies or similar roles is highly valued.

Pay

The salary range for this role is £80,000 - £120,000 per annum, depending on experience and qualifications.

Schedule

The role is full-time and requires a minimum of two days per week in the office, with the possibility of remote working up to 40% of the time.
