About the Role

This position supports the NYS Tax Modernization Program, which encompasses multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance. The program aims to update key areas including Collections and Accounts Receivable, Taxpayer Accounting, and Withholding Tax Returns Processing.

Responsibilities

• Obtain business requirements to develop automated applications that meet business priorities.
• Provide lead programming duties for tax-related applications.
• Develop and mentor staff using technologies such as J2EE, Spring, JSON, JavaScript, and JDBC.
• Develop and review detailed documentation for system and program change requirements, including specifications documents.
• Assist and provide guidance through all phases of the project management life cycle.
• Develop unit test plans based on coding changes and user specifications, and conduct unit testing and debugging in the development environment.
• Coordinate the migration of code changes (programs, procedures, etc.) from the development environment to the user test environment.
• Assist team members using distributed technologies including Java, DB2, XML, and XQuery.
• Provide support for defect and issue resolution, ensuring timely addressing based on priority.
• Facilitate and participate in meetings with ITS and DTF customers.
• Communicate verbally and in writing with DTF management, users, ITS management, and team members.

Qualifications

Mandatory Qualifications:

• Involvement in all facets of the software development process, including research, design, programming, testing, and implementation of computer software.
• 60–84 months of experience as a Senior Software Developer, capable of working independently and providing guidance to others.

Requested Qualifications:

• 72 months of experience with J2EE technologies, including JDBC, JSP, and XML.
• 60 months of experience developing, building, and testing Java EE applications using modern IDEs (e.g., Eclipse, NetBeans, IntelliJ).
• 72 months of experience writing SQL statements for relational databases.
• 60 months of experience using J2EE frameworks such as Spring or Struts.
• 36 months of experience in messaging technologies, such as MQ, JMS, or Kafka.
• 36 months of experience developing with HTML, CSS, and JavaScript.
• 12 months of experience with commercial-off-the-shelf (COTS) or open-source Business Rules Management Systems.
