Compliance
Ensure all projects are in compliance with VDOT and COV policies, procedures, and guidelines.
Contract Management
Serve as the Contract Administrator for contracts providing Transportation Operations Technology Support Services and production system support to the 5 regional VDOT Traffic Operations Centers. Consult on the VDOT IT procurement process. Work with the internal business area, IT subject matter experts and contracting officers to ensure VDOT needs and legal obligations are met. Liaison and partner with VITA counterparts to promote VDOT business and technology goals.
Documentation and Reporting
Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for systems. Prepare documentation. Develop and update user manuals. Prepare training materials and conduct user training.

Perform duties, tasks, activities and/or projects as assigned.
Policies and Procedures
Develop policies, guidelines, and standard operating procedures related to assigned technology program area. Review, document, and update best practices, policies, and guidelines as needed.
Project Collaboration
Collaborate and participate with other section team members on projects and programs. Share knowledge with other team members and encourage their participation.
Project Support
Provide support, development, and maintenance of new and existing projects. Maintain and resolve issues for existing projects and systems. Serve as a senior technical resource.
Qualifications
Ability to analyze complex business problems and data including applying, interpreting, and refining policies and procedures.
Ability to analyze, design, develop, troubleshoot and implement technology solutions.
Ability to communicate effectively orally and in writing with internal and external customers, team members, and service providers.
Ability to perform business process analysis, procurement, and contract administration in a technical systems environment.
Knowledge of application development and associated trends.
Knowledge of contract management including reading and interpreting legal documents, terms, and conditions.
Knowledge of information technology concepts and trends.
Knowledge of project management methodologies.
Skill in researching best practices and applying them to VDOT's guidelines and policies.
Skill in the use of computers and software applications including Microsoft Project and MS Office Suite.
Additional Considerations
A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration or related field is desired.
Experience in Directives Management to include set-up, development, versioning, tracking and change management.
