About the Role
Provides grants administration and serves as the primary point of contact for matters related to grants and the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act (RESTORE Act).
Responsibilities
- Supervises, trains, and evaluates the performance of staff; gives recommendations related to hiring, development, and discipline of staff.
- Develops a grants administration work plan including goals, objectives, and compliance measures for the grants function.
- Determines grant opportunities using professional and independent judgment with County staff that fit within the strategic direction of the County and the parameters of the funding agency.
- Maintains and builds relationships with funders and other strategic partners on local, state, and national levels.
- Develops grants management system (GMS) process and monitors grant information per award to ensure documentation and processes adhere to the Grants Policy and Procedures Manual.
- Provides guidance in grant implementation and management, including instruction of internal procedures, funding agency compliance, grant documentation, and assistance with financial, personnel, payroll, purchasing, reporting, and administration of funded awards.
- Provides guidance to department program managers with federal and state reports; assists in resolving budget and compliance issues.
- Provides technical assistance to all grantees during the life of awarded projects.
- Monitors and interprets applicable laws, regulations, and policies; stays abreast of changing trends and best practices; provides grant procedures training to new financial and program manager staff within the County.
- Coordinates year-end financial grant activities and reporting, including preparation of Schedule of Expenditure of Federal Awards, journal entries, or other financial reports as required by internal and external auditors.
- Serves as the point of contact for the Okaloosa County Board of County Commissioners related to grants and the RESTORE Act; collaborates with consultant firms hired by the County on all related matters.
- Ensures uniform application of the guidelines provided in the RESTORE Act, federal rules, community needs, desires, and other relevant factors for natural resource protection or restoration projects or activities.
- Attends meetings outside of normal business hours for the County, other organizations, and the public regarding RESTORE Act matters.
- Organizes Board agenda items, prepares reports and presentations for the County Administrator, paperwork for signature, and drafts/edits sub-agreements and contracts for legal review.
- Performs other duties as assigned.
Requirements
- Bachelor’s degree in Accounting, Finance, Business or Public Administration, or a closely-related field.
- Five years of technical experience directly related to grants administration in a governmental or municipal organization, three of which must be in a supervisory or lead capacity.
- An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
- Experience in Microsoft Excel and Word.
- Strong analytical, organizational, and written/verbal communication skills.
- Valid driver’s license.

- Ability to operate office equipment, including computers, copy/fax machines, and related peripherals.
- Ability to exert a negligible amount of force occasionally to lift, carry, push, pull, or otherwise move objects.
- Prolonged periods of sitting or standing in one position for extended periods of time.
- Physical demands are essentially those of sedentary work.

- Ability to read a variety of records, reports, policy and procedure manuals, codes, professional journals, etc., in moderately complex to highly technical terminology.
- Ability to read, interpret, and develop policies and procedures.
- Ability to prepare forms and reports using prescribed formats, adhering to grammar, spelling, diction, and punctuation rules.
- Ability to communicate effectively in English and in professional languages relevant to grants administration.
