Responsibilities

  • Maintain a personal, active relationship with Jesus Christ and be a consistent witness for Jesus Christ
  • Coordinates with the IMT, IDRU, DART, and Regional Teams to ensure Samaritan's Purse has satisfactory award and sub-award programs.
  • Tracks status of all ongoing externally funded DART responses in compliance with grantor requirements, including progress, challenges, and any recommended modifications over time.
  • Works with Projects staff to follow up on award inquiries, submissions, and external monitoring.
  • Coordinates communication and escalation to International Headquarters (IHQ) leadership and United States Department of State (USDOS) as appropriate.
  • Ensures timely processing and archiving of periodic reports and closeout reports for the externally funded portion of DART responses.
  • Maintains archival award-specific information such as contacts, contracts, baseline assessment documents, tasks, reports, issues, events, and budget/expense information specific to each externally funded DART response.
  • Drafts concepts, proposals, reports, and external communications as requested in collaboration with subject matter experts.
  • Provides general financial management, monitoring expenditures vs. budget, to ensure that financial functions support the timely, effective, and efficient implementation of programs and expenditures are compliant with awarding agencies' policies.
  • Supports the Awards Finance Analyst with monthly draw downs of funds from the Department of Health and Human Services Payment Management System and reviews proposal budgets and financial reports to ensure accuracy.
  • Analyzes, interprets, and advises on reporting and compliance requirements for all assigned awards—including review of financial, narrative, procurement, monitoring, transportation, and DART award closeout/handover documentation—in light of award terms, conditions, and applicable United States Government (USG) and non-USG regulations.
  • Guides and facilitates IHQ and field staff in the development and preparation of procedures and documentation necessary for awarding agency compliance and management.
  • Trains appropriate staff on awarding agency rules and regulations and Samaritan's Purse internal procedures for proposal development, award management, procurement, closeout, and handover.
  • Stays familiar with current rules and regulations according to each awarding agency, as well as internal procedures and accounting systems.

Qualifications:

Qualifications

  • Education: Bachelor's degree in Finance, International Development, or a related field with three to five years of related experience and/or training, or an equivalent combination of education and experience.
  • Experience managing U.S. Government or other major donor grants is strongly preferred.
  • 12 credit hours of college-level Biblical Studies (required); if not already completed, an opportunity to meet and complete the requirement is available upon hire.

  • Ability to apply thorough knowledge of grants management requirements, principles, and practices, along with a working knowledge of humanitarian principles and their application in disaster relief contexts.
  • Ability to read, analyze, and interpret business publications, contracts, technical procedures, and governmental regulations; define problems, synthesize data, establish facts, and draw sound conclusions.
  • Ability to prepare clear proposals, reports, business correspondence, and procedure manuals, and confidently provide public speaking and facilitation while communicating effectively with diverse stakeholders.
  • Ability to manage tasks and priorities with strong organization, interpersonal skills, and emotional intelligence; collaborate effectively with diverse teams and stakeholders; and use Microsoft Word, Excel, PowerPoint, Outlook, and other Microsoft Office applications.
