Government Property Administrator
This role can be based in San Jose, CA, or remotely anywhere in the US.
About the role
The Government Property Administrator is responsible for establishing, maintaining, and continuously improving the Lanteris Space / Intuitive Machines Government Property Management System and ensuring accountability for Government property throughout its entire lifecycle. This position serves as the primary internal subject matter expert for Government Property, supporting NASA, Department of Defense (DoD), and other U.S. Government contracts. The role ensures compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), NASA requirements, contract-specific requirements, and Lanteris procedures. The position maintains an audit-ready property management system and supports Government Property audits, Property Management System Analysis (PMSA), customer reviews, self-assessments, physical inventories, and corrective action activities.
Responsibilities
- Government Property Management System: Serve as the primary Government Property subject matter expert; administer and continuously improve the Government Property Management System; maintain policies, procedures, work instructions, forms, and records; ensure consistent implementation of property processes; establish internal controls; monitor compliance with contract-specific requirements; identify and address process gaps.
- Regulatory and Contract Compliance: Maintain knowledge of FAR Part 45, FAR 52.245-1, DFARS, NFS, and contract-specific clauses; review contracts and subcontracts; evaluate property ownership and title requirements (GFP, CAP); tailor procedures by contract; support interpretation and escalation.
- Property Acquisition, Receipt, and Identification: Ensure property is properly identified and recorded; verify documentation and ownership; assign identification numbers/tags/labels; coordinate with Receiving, Supply Chain, Stockroom, Engineering, Manufacturing, and Finance; establish controls for received property.
- Property Records and Accountability: Maintain accurate lifecycle records; reconcile records with source documentation; investigate and resolve discrepancies.
- Physical Inventory and Verification: Develop annual and risk-based inventory plans; conduct inventories and reconciliations; investigate missing or misplaced items; document results and corrective actions.
- Self-Assessments and Internal Testing: Develop and execute Government Property Self-Assessment and Testing Program; conduct periodic self-assessments; evaluate compliance; document methodology and results; track corrective actions.
- Government Audits and PMSA Support: Serve as primary coordinator for audits/reviews; prepare for PMSA and other reviews; coordinate audit requests and documentation; respond to findings; monitor commitments and deadlines.
- Loss, Damage, Destruction, and Theft: Establish and administer reporting and investigation processes; ensure prompt reporting; coordinate with responsible groups; document findings; monitor trends and recommend controls.
- Nonconformances and Corrective Actions: Support nonconformance and corrective action processes; identify failures; document root-cause analysis; develop and track actions; verify effectiveness.
- Reporting and Government Property Deliverables: Prepare and maintain required reports (e.g., NASA Form 1018, CHATS); establish internal schedules; prepare management reports on inventory accuracy, discrepancies, and audit readiness.
- Property Movement, Transfer, and Custody: Control movements across facilities/departments/third parties; ensure authorized and documented transfers; maintain chain-of-custody and location accountability.
- Excess Property and Disposition: Identify excess property; coordinate reviews with cross-functional teams; support screening and disposition activities; maintain documentation.
- Subcontractor and Supplier Government Property: Support subcontractor/supplier requirements; review flowdowns; monitor subcontractor accountability; coordinate transfers; support reviews and audits.
- Training and Employee Awareness: Develop and provide training; maintain training materials; promote a culture of accountability.
- Process Improvement and Systems: Reduce manual processes; support system enhancements; develop automated tools; establish dashboards and metrics; continuously improve efficiency and auditability.
Requirements
- Must be a US Citizen or permanent resident.
- Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, Finance, Accounting, Public Administration, Operations, or a related field; or four additional years of experience may substitute for a degree.
- Minimum of 5 years of experience in Government Property, asset management, logistics, supply chain, contracts administration, compliance, or inventory management.
- Experience supporting U.S. Government contracts.
- Experience with Government-owned property, contractor-acquired property, Government-furnished property, or other Government assets.
- Experience conducting inventories, reconciliations, audits, assessments, or compliance reviews.
- Experience developing or maintaining policies, procedures, work instructions, or internal controls.
- Knowledge of contract types related to FFP, FFP Progress Milestones, and CPFF.
- Ability to travel to Intuitive Machines facilities, customer locations, subcontractors, or Government facilities.
- Ability to support customer or Government audits and assessments outside normal business hours.
Qualifications
- Experience with NASA and DoD/DFARS Government Property requirements.
- Experience supporting PMSA, DCMA review, NASA property audit, or Government Property assessment.
- Experience with CHATS and/or NASA Form 1018 reporting.
- Experience developing self-assessment or internal audit programs.
- Working knowledge of FAR Part 45 and FAR 52.245-1.
- Understanding of Government Property lifecycle management and accountability requirements.
- Excellent documentation and recordkeeping skills.
- Strong attention to detail and data accuracy.
- Ability to identify control weaknesses and develop practical corrective actions.
- Strong written and verbal communication skills.
- Ability to work independently and exercise sound judgment when interpreting requirements or identifying compliance risks.
Pay
The successful candidate’s starting pay will fall within the following ranges and is determined based on job-related factors, including experience, qualifications, knowledge, skills, geographic work location, and market conditions. Candidates with the minimum necessary qualifications should not expect to receive the upper end of the pay range.
- Colorado: $76,000.00 - $126,000.00 annually
- New Jersey: $76,000.00 - $126,000.00 annually
- Delaware: $76,000.00 - $126,000.00 annually
- Washington, DC metropolitan area: $83,000.00 - $139,000.00 annually
- California: $87,000.00 - $145,000.00 annually
- All other states: Geographic cost of labor will determine the range.
