Responsibilities
- Work collaboratively with other business functions to assist in achieving business objectives while complying with relevant laws and regulations.
- Establish, update, and communicate Company policies and regulatory developments related to government and non-governmental contract issues and compliance.
- Provide interpretation and guidance on policies and developments as they relate to business and compliance issues, and negotiate government and commercial agreements.
- Manage yearly FAR/DFARS certifications, questionnaires, and requests for information.
- Prepare and conduct training on various government contracting topics.
- Develop and implement compliance processes for government projects and contracts, including independently administering and monitoring various types of contracts.
- Ensure proper flow-down of FAR/DFARS clauses to subcontractors.
- Support the business with Commercial Item assertions and responses to Request for Proposals on the supply of Non-Commercial Items.
- Maintain awareness of updates to FAR/DFARS obligations and escalate new compliance requirements as needed.
- Ensure compliance with rated order obligations and contractual flow-down of government contract clauses by Sector’s customers and suppliers.
- Ensure systems are in place for Sector compliance with CAS/FAR/DFAR, where necessary.
Qualifications
- Bachelor’s degree from a 4-year university
- Minimum of 5 years of experience in contract management
- Minimum 2 years of experience working with FAR and DFARS regulations in a government contracting environment
- Employees must be legally authorized to work in the United States
- Must be able to work on site in Torrance, California. This role is Hybrid with remote work available 1-2 days per week.
Preferred Qualifications
- BS in Business Administration, Law, or related field
- A LLM or JD preferred
- In-depth knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable federal procurement regulations
- Strong contract drafting, negotiation, and administration skills
- Excellent communication, interpersonal, and problem-solving skills
- Strong attention to detail, with a proactive approach to identifying and resolving issues
- Proven experience negotiating and administering government contracts, including fixed-price, cost-reimbursement, and time-and-materials contracts
- Knowledge of contract management software and tools (e.g., IFS)
- Solid understanding of the U.S. Government’s Costs Accounting standards (CAS)
- Certified Professional Contracts Manager (CPCM) or similar certification preferred
- FAR/DFARS training or certification strongly preferred
