About the role

The Government Compliance Counsel plays a key role in promoting the company’s compliance with public procurement laws, regulations, and company policies, protecting the company’s assets and reputation. This role supports the Government Compliance Officer and Director of Government Compliance in implementing and managing the company’s Government Compliance program, serving as a subject-matter expert on public procurement rules and obligations. Responsibilities include addressing conflicts of interest risks with government clients and post-government hiring rules for current and former government employees. The role involves coordinating with internal teams and outside counsel to ensure compliance.

Responsibilities

  • Supports the implementation and execution of the company’s Government Compliance program initiatives, including:
    • Development and delivery of Government Compliance training
    • Development, review, and implementation of Government Compliance policies and internal controls
    • Planning and drafting Government Compliance communications for internal stakeholders
    • Working with senior management and outside counsel to conduct risk assessments, recommend improvements, and implement adopted recommendations
    • Building Government Compliance and monitoring tools to help executives flag, escalate, and mitigate compliance risks
  • Provides advice and solutions to the business and Legal Professionals regarding compliance with public procurement rules, the company’s Code of Business Ethics, Government Compliance policies, and related policies.
  • Collaborates with Legal colleagues and the business to identify, analyze, and mitigate Government Compliance risks.
  • Collaborates with Legal Mergers & Acquisitions colleagues and Corporate Development to address substantive Government Compliance issues.
  • Collaborates with CORE colleagues to:
    • Provide thought leadership on Government Compliance efforts by staying updated on industry best practices and regulatory changes
    • Assist in developing policies to address business and legal requirements
  • Conducts localized training on Government Compliance issues.
  • Responds to and manages internal audits and investigations related to Government Compliance issues.
  • Assists Litigation & Disputes in responding to government inquiries or investigations related to Government Compliance issues.

Requirements

  • JD or equivalent law degree
  • Minimum of 5 years as a Compliance Attorney with expertise in public procurement rules and U.S. Government Compliance obligations
  • Some travel may be required, with the ability to work and manage resources remotely

Preferred Qualifications

  • Experience with a law firm or global corporation
  • Familiarity with European Union public tender laws and procedures

Skills

  • Deep knowledge of public procurement rules and Government Compliance obligations; knowledge of anticorruption and related subjects preferred
  • Deep knowledge of compliance and ethics frameworks for global corporations, particularly regarding Government Compliance issues and programs
  • Extensive experience developing Government Compliance programs, including preparing policies, internal controls, conducting training, responding to investigations, and drafting/reviewing contracts
  • Strong judgment, prioritization, and decision-making skills, with the ability to anticipate risks
  • Good business acumen and understanding of the company’s (or similar) business strategy
  • Ability to synthesize complex legal analysis into clear recommendations
  • Executive presence and ability to work effectively with senior business leaders and law firm partners
  • Strong writing and negotiation skills

Pay

Annual salary range: $122,700 to $338,300
