Government Compliance Counsel

Plays a key role in promoting Accenture’s compliance with public procurement laws, regulations, and Accenture policies, with the goal of protecting the assets and reputation of Accenture. Supports the Government Compliance Officer and Director of Government Compliance with the implementation and management of Accenture’s Government Compliance program and serves as a subject matter expert on public procurement rules and Government Compliance obligations. This includes an understanding of conflicts of interest risks when working with government clients and post-government hiring rules for current and former government employees. Helps the Legal team and the business understand the Government Compliance program. Coordinates with and leverages expertise from all teams within CORE, Global Contracting, Contract Management, and outside counsel, as necessary.

Responsibilities

• Supports the implementation and execution of Accenture’s Government Compliance program initiatives, including:
  • Development and delivery of Government Compliance training
  • Development, review, and implementation of Government Compliance policies and internal controls
  • Planning and drafting Government Compliance communications with internal stakeholders
  • Working with senior management and outside counsel to conduct risk assessments, recommend improvements to the Government Compliance program, and support the implementation of adopted recommendations
  • Working with internal stakeholders to build Government Compliance and monitoring tools to help Accenture executives flag, escalate, and mitigate compliance risks
• Provides objective, focused, practical advice and solutions to Accenture businesses and Legal Professionals regarding compliance with public procurement rules and Government Compliance obligations, Accenture’s Code of Business Ethics, Accenture’s Government Compliance policies, and all other related policies.
• Collaborates with Legal colleagues and the business to identify, analyze, and mitigate Government Compliance risks.
• Collaborates with Legal Mergers & Acquisitions colleagues and Corporate Development to identify, analyze, and mitigate substantive Government Compliance issues.
• Collaborates with CORE colleagues to:
  • Provide thought leadership for Accenture’s Government Compliance efforts generally by staying abreast of compliance industry best practices and changes in laws and regulations
  • Assist in the development of related policies to address business and legal requirements
• Conducts localized training on Government Compliance issues.
• Responds to and helps manage internal audits and internal investigations related to Government Compliance issues.
• Assists Litigation & Disputes to respond to government inquiries or investigations related to Government Compliance issues.

Requirements

• Some travel required at times, but with the ability to work with and manage resources remotely.

Qualifications

• JD or equivalent law degree
• Minimum of 5 years as a Compliance Attorney with expertise in public procurement rules and US Government Compliance obligations

Preferred Qualifications

• Experience with a law firm or global corporation preferred
• Familiarity with the European Union public tender laws and procedures

Skills

• Deep knowledge of public procurement rules and Government Compliance obligations, with knowledge of anticorruption and other related subject matters preferred
• Deep knowledge of compliance and ethics framework for global corporations in connection with Government Compliance issues and programs
• Extensive experience developing Government Compliance programs, including preparing policies and internal controls; conducting Government Compliance training; responding to government investigations; and drafting and reviewing contracts
• Good judgment, an ability to prioritize and make decisions, and the ability to see around the corner and spot risks before they materialize
• Good business acumen, knowledge of Accenture’s business strategy (or similar business strategy at another company)
• Ability to synthesize complex legal analysis into clear recommendations
• Executive presence and the ability to work effectively with the senior business leaders at Accenture, partners from law firms
• Strong writing and negotiation skills

Pay

Compensation varies depending on office location, role, skill set, and level of experience. The following ranges are provided as required by local law:

• California: $132,500 to $338,300
• Cleveland: $122,700 to $270,600
• Colorado: $132,500 to $292,200
• District of Columbia: $141,100 to $311,200
• Illinois: $122,700 to $292,200
• Maine: $112,900 to $249,000
• Maryland: $132,500 to $292,200
• Massachusetts: $132,500 to $311,200
• Minnesota: $132,500 to $292,200
• New York: $122,700 to $338,300
• New Jersey: $141,100 to $338,300
• Virginia: $122,700 to $311,200
• Washington: $141,100 to $311,200
