Global Workforce Manager (Consulting Resource Manager)
About the role
The Global Workforce Manager is responsible for the end-to-end optimization of consulting talent deployment across all Solution Domains, Practices, and Delivery teams. This role ensures the effective alignment of workforce capacity with client demand to maximize utilization, revenue attainment, delivery excellence, and margin performance. Leading the development and execution of a disciplined workforce planning and resource management strategy, the Global Workforce Manager minimizes bench time, accelerates staffing decisions, aligns consultant skills to business needs, and proactively forecasts workforce supply and demand across the global Consulting organization.
Operating at the intersection of Delivery, Operations, Sales, Talent Acquisition, Finance, and Business Operations, this role serves as a strategic partner in ensuring the right resources are deployed to the right opportunities at the right time. Through effective workforce planning, staffing governance, internal mobility, global delivery capabilities, and strategic partner engagement, the Global Workforce Manager enables scalable and predictable delivery performance.
Reporting to the Senior Director, Business Operations within the Delivery & Operations organization, this position partners closely with Delivery Leadership, Solution Domain Leaders, Practice Leaders, Finance, Sales, and Talent Acquisition to align workforce strategies with business priorities.
Responsibilities
- Staffing & Deployment
- Manage the weekly staffing process in partnership with Solution Domain Leaders, Practice Leaders, Delivery Directors, and Project Managers.
- Ensure consultants are assigned to projects in alignment with skills, certifications, experience, bill rates, and performance history.
- Maintain a real-time view of all assignments, project end dates, extensions, resource availability, and forecasted staffing moves.
- Facilitate staffing prioritization discussions, provide data-driven recommendations, and escalate unresolved conflicts that materially impact utilization, delivery commitments, revenue attainment, or customer success.
- Coordinate cross-domain staffing opportunities to maximize consultant utilization and organizational flexibility.
- Bench Management & Workforce Optimization
- Actively monitor upcoming resource roll-offs and proactively identify next assignment opportunities.
- Drive a structured 7/14/30/45-day roll-off planning process to minimize bench exposure.
- Partner with Sales and Delivery Leadership to align near-term pipeline opportunities with upcoming resource availability.
- Recommend productive interim assignments such as internal initiatives, enablement activities, pre-sales support, mentoring, certifications, and solution development when bench time is unavoidable.
- Monitor bench trends and provide recommendations to improve deployment effectiveness and workforce agility.
- Workforce Planning & Forecasting
- Own and manage the consolidated supply versus demand forecast across all Solution Domains and Practices.
- Develop weekly, monthly, and quarterly workforce capacity plans that identify projected surpluses, shortages, redeployment opportunities, and hiring requirements.
- Identify skills gaps and future hiring needs based on pipeline trends, strategic priorities, and emerging service offerings.
- Partner with Talent Acquisition, Solution Domain Leaders, and Delivery Leadership to prioritize hiring plans and resource investments.
- Provide workforce planning insights and recommendations to support annual planning, budget development, and organizational growth initiatives.
- Workforce Intelligence & Skills Management
- Maintain consultant skills profiles, resumes, project experience, certifications, domain expertise, and professional credentials, ensuring resource information remains current, accurate, and readily available.
- Develop and maintain a centralized skills inventory and resource capability matrix across all Solution Domains and Practices.
- Partner with Solution Domain Leaders, Delivery Leadership, and Talent Acquisition to identify critical skill gaps, emerging capabilities, and workforce development priorities.
- Track professional certifications, training requirements, certification expiration dates, and compliance obligations across the consulting organization.
- Coordinate certification renewal activities and provide regular reporting to leadership to support workforce readiness, partner program requirements, and customer commitments.
- Provide workforce capability insights and skills analytics to support strategic planning, hiring decisions, succession planning, and service offering expansion.
- Support proposal development, customer presentations, audits, and resource qualification requests by ensuring consultant credentials and experience profiles are readily accessible and current.
- Partner & Staffing Ecosystem Management
- Develop and manage relationships with staffing firms, implementation partners, subcontractors, and strategic delivery partners to address short-term capacity needs.
- Maintain an active network of external resources aligned to priority skill areas and delivery requirements.
- Coordinate temporary external placements when appropriate while preserving alignment with long-term delivery priorities.
- Establish clear engagement models, service expectations, and commercial guardrails for external resource utilization.
- Measure external staffing effectiveness, utilization impact, cost optimization, and redeployment outcomes.
- Global Delivery & Resource Strategy
- Provide recommendations regarding optimal global delivery models, including onshore, offshore, and hybrid resource strategies.
- Partner with global delivery teams to balance workload, optimize capacity utilization, and improve project staffing flexibility.
- Support workforce planning activities involving offshore delivery centers and distributed consulting teams.
- Identify opportunities to improve workforce efficiency through global resource alignment and capacity balancing.
- Process Governance & Systems
- Establish and continuously improve staffing governance, workforce planning processes, service-level expectations, and escalation procedures.
- Administer and optimize workforce planning and resource management tools, including Certinia PSA, Salesforce, Power BI, Microsoft Copilot, Excel, and related operational systems.
- Ensure resource management data integrity, reporting accuracy, and process compliance.
- Develop and maintain operational dashboards, workforce metrics, utilization reporting, and executive-level staffing insights.
- Track unassigned hours, bench costs, billability, utilization, staffing efficiency, and workforce planning effectiveness.
- Cross-Functional Collaboration
- Serve as a strategic workforce planning partner to Delivery, Operations, Solution Domain, and Practice leadership teams.
- Provide transparency into resource capacity, deployment risks, staffing priorities, utilization performance, and future talent requirements.
- Partner with Sales to support pre-sales staffing requests, solution reviews, pursuits, and RFP activities.
- Collaborate with Delivery Leadership to identify workforce development opportunities, succession planning considerations, and skill development priorities.
- Work closely with Finance and Business Operations to ensure workforce forecasting aligns with revenue, gross profit, utilization, and headcount plans.
- Escalate unresolved staffing conflicts, resource shortages, or prioritization challenges through Business Operations leadership and established governance forums.

Requirements
- Bachelor's degree or equivalent combination of education and relevant work experience.
- 5-10 years of experience in Resource Management, Workforce Planning, Professional Services Operations, Delivery Operations, PMO, PSA Administration, Consulting Operations, or related functions within a consulting, systems integration, technology services, or managed services environment.
- Demonstrated experience supporting multi-practice or multi-service-line staffing models across domestic and global delivery organizations.
- Experience developing capacity plans, workforce forecasts, utilization reporting, and executive-level operational dashboards.
- Experience managing staffing processes across geographically dispersed teams and multiple service offerings preferred.
- Experience with resource planning, professional services automation (PSA), and workforce analytics platforms, including Certinia PSA, Salesforce, Power BI, Excel, or similar solutions.
Skills
- Strong knowledge of utilization models, billability metrics, project delivery lifecycles, workforce planning methodologies, and onshore/offshore delivery strategies.
- Ability to analyze workforce and operational data to identify trends, forecast resource needs, and develop actionable recommendations.
- Proven ability to influence and partner with senior leaders through data-driven insights, sound business judgment, and effective stakeholder management.
