About the role

Northrop Grumman is looking for a Global Supply Chain Proposal Manager responsible and accountable for the proposal scope in Global Supply Chain (material & labor estimation). This position reports within Global Supply Chain and supports Bid & Proposal activities across the suite of Armament Systems Business Unit programs. The majority of proposal work will involve USG certified proposals, including obtaining and evaluating certified cost and pricing data from suppliers. As time allows, the position will also support non-certified USG proposals and commercial international customer proposals.

Location: Plymouth, Minnesota. Selected candidate must be within commuting distance to support the position in person. Relocation assistance is not available. Travel required: up to 10% of the time. U.S. citizenship and ability to obtain DOD Secret clearance are required.

Responsibilities

• Manages all SCM cost volume activities, compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
• Indirectly leads a team of buyers in obtaining accurate, timely quotes, reviewing quotes, and uploading into costed Bills of Materials.
• Supports and leads contracting tasks including RFP development and proposal evaluation (i.e., cost and price analysis).
• Balances strategic thinking with tactical application to support program execution.
• Identifies and mitigates proposal risks as they pertain to material requirements.
• Meets company and customer requirements by providing the linkage between customer, subcontractor, program management, and internal support functions.
• Develops and executes proposal plans, estimates resources (people, schedule, and budget), analyzes RFPs, creates outlines and compliance matrices.
• Researches and analyzes historical data, develops cost models to support proposal efforts, coordinates activities, and participates in fact-finding meetings.
• Writes and coordinates management review of supplier price analysis and commercial item determinations.
• Trains engineers on how to write technical supplier proposal evaluations and analysis.
• Leads pricing reviews with management and customer representatives.
• Creates accurate ROM estimates for management “what-if” analysis.
• Creates and maintains a supplier quote database.
• Establishes/negotiates material budgets to support program requirements.
• Identifies strategies and opportunities to reduce cost, improve efficiency, and manage risk through strategic and targeted negotiations.
• Responsible for creating Supply Chain Management labor/material BOEs.
• Manages program material proposal activities.
• Creates compliant, compelling proposals that clearly and succinctly address the RFP requirements.
• Supports submittal of assist audit requests and requests for Small Business plan development.
• Acts as the Supply Chain lead for all internal and external proposal reviews.

Qualifications

This position may be filled as a Principal or Sr Principal Global Supply Chain Proposal Manager, depending on the candidate’s education and/or years of experience.

Principal Global Supply Chain Proposal Manager

• Must have 9 years of related experience that includes a background in Supply Chain Management (Preferred: A&D industry experience).
• Will consider a Bachelor’s degree and 5 years of experience, or Master’s degree and 3 years of experience.

Sr. Principal Global Supply Chain Proposal Manager

• Must have 12 years of related experience that includes a background in Supply Chain Management (Preferred: A&D industry experience).
• Will consider a Bachelor’s degree and 8 years of experience, or Master’s degree and 6 years of experience.

• Experience in bidding to different contract types (FFP, CPFF, CPIF, T&M).
• Working knowledge of FAR, DFARs, and other Government procurement regulations as they pertain to bid/costing proposals.
• Experience with USG certified proposal creation, documentation, and submittal.
• Experience working with cross-functional teams.
• Extensive experience in creating Priced Proposal BOMs, Supply Chain Labor BOEs, and Risk/Opportunities.
• Experience in proposal analysis and negotiation of major subcontracts.
• Ability to be flexible, innovative, work with speed and agility to drive tasks to completion.
• Proficient with Microsoft Excel.

Pay

Primary Level Salary Range: $89,900.00 - $134,900.00

Secondary Level Salary Range: $112,200.00 - $168,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
