About The Role

The Uber Global Relocation & Immigration team is looking for a Manager to own the U.S. Immigration program from strategy through execution. In this role, you will define the strategic direction, governance framework, and long-term roadmap for Uber's U.S. immigration program, ensuring compliance, operational excellence, and alignment with Talent Acquisition and People & Places priorities. The U.S. immigration program is a critical enabler of Uber's talent strategy, supporting the hiring, retention, and mobility of foreign national employees while ensuring compliance with evolving U.S. immigration regulations. The U.S. Immigration Manager will report directly to the Head of Global Relocation & Immigration and sit on the GRI leadership team. You will partner closely with Talent Acquisition, People & Places, Legal, Finance, business leaders, immigration counsel, and external service providers to ensure Uber's immigration program effectively supports business objectives while delivering an exceptional stakeholder experience.

What The Candidate Will Do

  • Own the strategy, governance, and execution of Uber's U.S. immigration program, ensuring compliance, operational excellence, and alignment with Talent Acquisition and People & Places priorities.
  • Lead end-to-end U.S. immigration programs, including H-1B, H-1B1, E-3, TN, L-1, O-1, F-1 OPT/STEM OPT, E-2, PERM labor certification, I-140 petitions, Adjustment of Status, Consular Processing, and ongoing work authorization compliance requirements.
  • Serve as the primary strategic partner to Talent Acquisition, Legal, HR, and business leaders on immigration solutions, workforce planning, talent retention, and organizational growth.
  • Define and drive the U.S. immigration strategy, policies, governance frameworks, and program roadmap, identifying opportunities to improve scalability, compliance, stakeholder experience, efficiency, and business outcomes.
  • Own immigration vendor governance, including strategic relationship management, performance accountability, compliance oversight, commercial stewardship, and executive business reviews.
  • Own governance of U.S. immigration escalations, providing senior decision-making for high-risk, high-visibility, and complex immigration matters, while leveraging escalation trends and root cause insights to drive continuous program improvement.
  • Monitor regulatory developments and emerging immigration trends, assessing business impact and proactively advising stakeholders on readiness and risk mitigation strategies.
  • Define immigration program success metrics, compliance outcomes, vendor governance expectations, and strategic KPIs, using data and insights to drive continuous improvement and measurable business impact.
  • Leverage technology, automation, AI, and analytics to drive strategic improvements, optimize program performance, and shape the future-state immigration technology roadmap in partnership with the GRI Experience Program Manager.
  • Lead cross-functional initiatives that enhance immigration programs and deliver measurable business impact across the employee lifecycle.
  • Prepare and deliver strategic recommendations, program insights, and performance updates to senior leadership.
  • Own the U.S. immigration budget, including forecasting, financial planning, vendor spend management, and budget-to-actual reviews.

Basic Qualifications

  • 8+ years of U.S. business immigration experience, demonstrating deep expertise in employment-based immigration laws, regulations, and compliance requirements.
  • 5+ program management experience, with the ability to lead complex initiatives from strategy through execution.
  • 5+ years operating in complex, matrixed organizations, partnering with Senior level stakeholders to drive strategic initiatives.
  • 5+ years of experience managing and developing high-performing team members.

Preferred Qualifications

  • Strong strategic thinking and decision-making capabilities, with a track record of developing scalable programs and delivering measurable business impact.
  • Experience managing external immigration vendors, including governance, performance management, commercial oversight, vendor selection, and contract management.
  • Strong analytical skills, with experience leveraging data, technology, and automation to improve program effectiveness and stakeholder experience.
  • Exceptional communication and stakeholder management skills, with the ability to influence decisions at all levels of the organization.
  • Passion for delivering exceptional employee and stakeholder experiences.
