About the role

The Texas General Land Office is seeking a Management Analyst IV-V to join the Community Development & Revitalization Department. The position oversees, leads, and coordinates highly complex and large-scale internal and external monitoring reviews and program audits.

Responsibilities

  • Oversees, leads, and coordinates highly complex and large-scale internal and external monitoring reviews and program audits.
  • Provides comprehensive department-wide support by organizing area responsibilities, aligning tasks, and ensuring all required activities are completed before, during, and after monitoring and audit events.
  • Reviews regulatory documentation, issues detailed guidance and formal reports, and supports program areas in resolving identified issues.
  • Tracks findings, commitments, and corrective actions to ensure continuous adherence to federal, state, and departmental regulatory standards.
  • Maintains department-wide compliance and strengthens long-term regulatory policy adherence.
  • Partners with senior leadership to define division priorities, assess resource needs, and guide long-term strategic direction.
  • Researches historical and current policy data to identify procedural gaps, systemic deficiencies, and opportunities for operational improvement.
  • Develops evidence-based recommendations that strengthen organizational performance and ensure consistent adherence to federal and state regulatory requirements.
  • Evaluates proposed legislation and emerging regulatory policy measures to determine their impact on program operations.
  • Proactively implements necessary adjustments, updates standard operating procedures, and aligns internal processes to maintain continuous regulatory compliance across the department.
  • Serves as a primary point of contact between internal stakeholders within the CDR Department and external partners, including the U.S. Department of Housing and Urban Development.
  • Collaborates with management to define project scopes, establish priorities, and ensure alignment across teams and initiatives.
  • Manages project risks, monitors milestones through structured status reporting, and establishes documentation procedures to support effective change management.
  • Synthesizes complex project information into clear, actionable insights to develop and implement comprehensive program communications and project plans.
  • Drives departmental strategies, objectives, and long-term organizational goals through strategic communication and coordination.

Qualifications

  • Graduation from an accredited four-year college or university with major coursework in business administration or a related field to this assignment is generally preferred.
  • Three (3) or more years of experience in management analysis, organizational development, or methods and systems work for a Management Analyst IV.
  • Five (5) or more years of experience in management analysis, organizational development, or methods and systems work for a Management Analyst V.

Preferred Qualifications

  • Ability to prepare clear and concise responses, correspondence, and reports in a routine and ad hoc manner.
  • Advanced skill in the use of Microsoft Suite software (including document automation in Word, data analysis and transformation in Excel, and dynamic presentations in PowerPoint).
  • Experience reviewing policies.
  • Experience with regulatory policy and system operations of large-scale entities/agencies.
  • Experience with government business processes and policy procedures.
  • Experience with large scale grants and required compliance procedures.
  • Extensive knowledge of CDBG-DR and CDBG-MIT policies, regulations, and rules, including program implementation, compliance, monitoring, or policy development.
  • Proficiency in developing program documents and analyzing financial data.
  • Knowledge, Skills And Abilities:
    • Knowledge of accounting and auditing terminology, methods, and systems to serve as a liaison to auditors.
    • Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures; and of statistical analysis.
    • Skill in the use of a computer and applicable software (as stated in Preferred Qualifications).
    • Ability to analyze problems, to recommend and present alternative solutions, to conduct studies, to develop and interpret policies and procedures, to implement policies and procedures, to prepare concise reports, to communicate effectively, and to provide guidance to others.
    • Ability to support organizational change initiatives, develop standard operating procedures, or design and deliver training.

Physical Requirements

  • Primarily performs sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties.
  • Requires extensive computer, telephone, and client/customer contact and communication.
  • Requires the ability to move and position oneself as needed for filing and similar routine office duties.
  • The job requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies.
  • Requires the stamina to maintain attention to detail despite interruptions.
  • Ability to read printed materials and computer screens.
  • The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
