GIS Technician

About the role

This position includes on-the-job training and experience. The role involves performing skilled digital mapping using ArcGIS Pro to prepare, maintain, and update digital maps and parcel data for the County Assessor’s mapping section. The position requires the ability to interpret recorded plats, deeds, and other legal property documents and translate the information into accurate digital representations of property boundaries and ownership within the County’s Geographic Information System (GIS). Responsibilities include maintaining accurate and current parcel data as the authoritative property mapping resource for the Assessor’s Office and as a foundational GIS data layer used by other County departments.

Responsibilities

• Perform daily data entry to update and maintain the accuracy of the GIS mapping system.
• Create, maintain, and update databases using AssessPro.
• Identify and correct errors found on both GIS and AssessPro.
• Update maps and create new tax parcel numbers as new data is received, including new subdivisions, developments, property splits, property combinations, capital improvement projects, and other miscellaneous projects.
• Conduct research and interpret deeds by utilizing the Register of Deed’s database to review recorded legal documents and ensure correct platting of property descriptions.
• Produce printed maps for the Assessor’s Office, other county offices, and the general public showing map features, property boundaries, platted lots, parcel numbers, etc.
• Provide technical assistance for the County GIS director when requested.
• Use the Registry system to label deeds worked by mapping with appropriate tax map numbers for properties described on recorded deeds.
• Attend meetings, conferences, and workshops to learn new advances in software and advance the existing system.
• Maintain records on all subdivisions for the county, including acreage, right of ways, roads, and common open spaces.
• Update all applications/forms used in the daily function of the Assessor’s office.
• Assist with basic office administration duties such as data entry, filing, answering the phone, and assisting the public with parcel/mapping issues.
• Process, review, prepare, and/or submit a variety of documents and reports, including deeds, plats, property record cards, tax and road maps, abatements, requests to split/combine parcels, and daily workflow sheets.
• Operate and oversee the maintenance of equipment, which may include copiers, computers, calculators, printers, plotters, etc.
• Provide assistance to the general public inquiring over the phone and in person regarding real property or other property in the County.
• Maintain a positive, helpful, and constructive attitude and working relationships with county department heads, employees, elected officials, and the public.
• Communicate and explain property mapping, historical research findings, and related information clearly to property owners, members of the public, County staff, and other interested parties.
• Provide mapping data, research, analysis, and technical assistance to County departments and the general public.
• Support assessment mapping, county-wide interdepartmental GIS, Land Records maintenance, and other assigned functions.

Qualifications

• Requires an associate’s degree in computer drafting and mapping skills with a minimum of one to two years of experience in computer drafting and mapping, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
