Provides technical assistance and support for transportation activities or projects. Work requires contact with governmental agencies. Employees establish their own work plan and priorities to meet set objectives. Issues are handled at the occurrence and rarely referred to a supervisor.

About the Role

The Texas Department of Transportation Houston District is seeking an experienced GIS Analyst III or IV to support district-wide initiatives across multiple offices. This position will grow GIS capabilities and directly impact data-driven decision-making and communication. The department reserves the right to determine the position level based on the applicant's experience, education, skill level, and business needs.

Responsibilities

  • Administers SDEs, ArcGIS Online accounts, GitHub, and other accounts.
  • Collects global positioning system (GPS) data and converts it into GIS datasets.
  • Collects, prepares, digitizes, and codes spatial data into GIS format.
  • Conducts mapping research to ensure accurate use of data and resolve conflicting information.
  • Creates, maintains, and updates GIS databases and cartographic products using the ESRI suite of ArcGIS software.
  • Uses linear referencing to update and maintain the roadway network and attributes.
  • Follows documented workflows, standard operating procedures, and best practices to produce high-quality data.
  • Utilizes ArcGIS Online to create and maintain feature services and web mapping applications.
  • Generates reports and produces graphic products.
  • For GIS Analyst IV: Oversees or manages the entry and validation of data into the enterprise database management system.
  • For GIS Analyst IV: Oversees or manages the creation and production of cartographic map products, web mapping applications, and ArcGIS Online maps and services.

Requirements

  • Bachelor's Degree in Geography, Geographic Information Systems, or a related field. Relevant work experience may substitute for the degree on a year-per-year basis.
  • For GIS Analyst III: 2 years of experience using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS, or GPS analysis.
  • For GIS Analyst IV: 4 years of experience using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS, or GPS analysis.
  • Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications

  • GISP certification (preferred but not mandatory).
  • Deep experience in Esri-ArcGIS with a strong understanding of spatial data models, projections, and coordinate systems, geolocation technologies, and data integration.
  • Proficiency in Python, JavaScript, ArcGIS JS API, and other advanced capabilities.

Skills

  • Extensive knowledge of GIS data collection, GIS/GPS concepts, and fundamentals.
  • Considerable knowledge of coordinate systems, map projections, and applicable computer software applications and hardware.
  • Proficient in maintaining effective working relationships, composing correspondence and technical documents, and communicating technical information effectively.
  • Strong logic and reasoning to define problems, establish facts, and draw valid conclusions; makes decisions that support business objectives and goals.
  • For GIS Analyst IV: Proficient in preparing plans, maps, and surveys, and analyzing, organizing, and communicating business and technical data.
