Duties

Serves as the Accountable Property Officer (APO) and manages both Capital and non-capital equipment assets.
Involves analytical work in managing, regulating, coordinating, or otherwise exercising control over accountable equipment.
Creates and monitors capital projects for accountability and depreciation.
Invents and monitors accountable property and ensures it is properly hand receipted at the user level.
Reviews and approves inventory reports to assure compliance with all regulations.
Analyzes results of studies and recommends changes needed to conform to regulations, policies, and procedures.

Qualifications

To qualify for a General Supply Specialist, your resume and supporting documentation must support:

  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.
  • To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector.
  • Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
  • Creditable specialized experience includes:
    • Representing organizations in matters relating to accountable property systems to include capital and noncapital assets and items designated as pilferable
    • Ensuring compliance and audit readiness related to accountable property and is responsible for accountable property transactions, inventories and file maintenance
    • Providing information for investigations and is accountable for accuracy of information provided as to the circumstances involved in individual accountable property transactions.

Education

To qualify based on education in lieu of specialized experience, you must possess:

  • A Ph.D. or equivalent doctoral degree OR
  • 3 full years of progressively higher-level graduate education leading to such degree OR
  • LL.M., if related
  • Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-09 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Physical Demands

Work is primarily of a sedentary nature, although walking, stooping, bending, or climbing may be required during AP inventories. Work requires walking throughout the warehouses and operational areas of distribution centers remote and/or un-manned locations, industrial operations. May be required to visit outlying areas to perform duties and research data in support of special studies or reviews. Occasional use of ladders and stairs will be required to access elevated operational areas.

Travel

Travel is required to perform normal duties and to occasionally support requests/directions to assist other APO, as part of the DLA Accountable Property surge support team, and during this time, a higher degree of physical exertion is required to conduct physical inventories over a period of a week.

Work Environment

The work environment involves everyday risks or discomforts that require normal safety precautions. Work is performed in an office type setting where the work area provides adequate light, heat, and ventilation, however, the travel to support the DLA AP surge support team requires working in storage/industrial areas and involves moderate risks or discomforts. Protective clothing and gear and observance of safety precautions are required.
