General Laborer/ Inmate Supervisor I

About the Role

Under general supervision of the Solid Waste Director, this position performs limited supervisory and manual labor work for the Solid Waste Department. Responsibilities include supervising and assisting an inmate work squad in collecting and disposing of refuse and debris from County facilities and collection sites, as well as performing landscape maintenance tasks such as mowing, weed eating, and general upkeep. The role also involves safely operating a County van with a trailer attached and performing other unskilled labor tasks as requested, including carpentry, painting, electrical, plumbing, and pressure cleaning.

This position assists in preparation for and recovery from major emergencies such as hurricanes or other natural disasters and performs on-call duties for Animal Control.

Responsibilities

• Clean and perform routine preventive maintenance on lawn mowers, weed eaters, and other equipment used for the position.
• Ensure all safety guidelines are followed, including that inmates use safety glasses, vests, and gloves at all times.
• Successfully complete training to supervise inmates as directed by the Department of Corrections (DOC).
• Maintain contact with DOC and perform required 30-minute call-ins; report any inmate accidents or injuries immediately.
• Attend safety meetings and required training sessions.
• Complete provided training for Animal Control and perform on-call Animal Control services, including feeding and watering animals at the County shelter.
• Perform other related work as assigned.

Requirements

• Knowledge of the Union County road system, districts, and collection sites is preferred.
• Ability to read and interpret safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to write routine reports and correspondence.
• Ability to follow directions and complete work assignments with little or no supervision.
• Ability to lead and control up to 14 inmates and ensure work is completed as assigned.
• Ability to successfully complete an initial 40-hour training class to supervise inmates and renew certification annually.
• Ability to work with the general public in a courteous manner.

Work Conditions and Physical Requirements

• Work requires occasional physical exertion and/or muscular strain.
• Exposure to extreme heat and cold, noise, strong odors, smoke, dust, pollen, and possible toxic or caustic conditions.
• Must be able to regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds.
• Specific vision abilities required include close vision, distant vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
• On-call 24/7 during any county disaster or emergency and for Animal Control services.

Requires the ability to speak and/or signal people to convey or exchange information, including receiving and following instructions from supervisors. Must be adaptable to performing under stress and when dealing with the general public, residents, and inmates.

Qualifications

• High school diploma or GED.
• Valid Florida Driver’s License; Class B CDL preferred.
• Must pass pre-employment drug screen, physical, and DOC background check.
• A combination of experience, training, and education that provides the required knowledge, skills, and abilities.
