GENERAL ENGINEER.

This position is a bargaining unit role within the Department of the Navy, requiring U.S. citizenship and suitability for federal employment. New employees must successfully pass the E-Verify employment verification check. Current federal employees must meet time-in-grade requirements. About the Role

You will serve as the principal contact point and technical specialist for non-nuclear system testing and/or work control of an assigned ship. This role involves coordinating and executing detailed test procedures based on Naval Sea System Command (NAVSEA) specifications, ensuring system safety, and providing technical direction to a team.

Responsibilities

• Coordinate and execute detailed test procedures based on NAVSEA-derived specifications.
• Ensure timely actions to place systems in a safe condition if abnormal or unexpected conditions occur during testing or operations.
• Verify all prerequisites are satisfied prior to commencing testing or operations; halt work that could compromise safety.
• Provide technical direction and supervision for work control and testing programs assigned to a group of employees.
• Review engineering drawings, technical work documents, and shipboard conditions to determine system or component-level isolation from hazardous energy.
• Execute shipboard testing on non-nuclear systems (including SUBSAFE at the GS-11 level) to ensure reliability of shipboard components and systems.

Requirements

• Must be a U.S. citizen.
• Must participate in the direct deposit pay program.
• Must successfully complete a pre-appointment physical examination.
• Must obtain and maintain an interim and/or final security clearance; failure to do so may result in withdrawal of the job offer or removal.
• Must wear personal protective equipment (e.g., helmets, gloves, coveralls, glasses, goggles, respirators, safety shoes) continuously during work shifts.
• Work is performed in environments with potentially harmful physical and chemical agents (e.g., fumes, dust, heat, radiation, chemicals); participation in medical surveillance programs is required.
• May require travel to CONUS and OCONUS locations, including remote or isolated sites, via military or commercial aircraft for extended periods.

Qualifications

Applicants must meet the following education and experience requirements:

GS-11:

• One year of specialized experience equivalent to the GS-09 grade level, including reviewing engineering drawings, technical work documents, and shipboard conditions to determine system-level isolation for multiple work areas from hazardous energy.
• Experience coordinating and executing shipboard testing on non-nuclear systems (including SUBSAFE) to ensure reliability of shipboard components and systems.

Education may substitute for experience: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 years of progressively higher-level graduate education leading to a Ph.D., or a combination of experience and graduate education equating to one year of experience.

GS-09:

• One year of specialized experience equivalent to the GS-07 grade level, including reviewing engineering drawings, technical work documents, and shipboard conditions to determine component-level isolation for a work area from hazardous energy.
• Experience coordinating and executing shipboard testing on non-nuclear systems (excluding SUBSAFE) to ensure reliability of shipboard components and systems.

Education may substitute for experience: Successful completion of a master’s or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to a master’s degree, or a combination of experience and graduate education equating to one year of experience.

Basic Education Requirements:

• Successful completion of a professional engineering degree from an ABET-accredited program, or
• Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico, or
• Successful passage of the Fundamentals of Engineering (FE) examination or any other written test required for professional registration, or
• Successful completion of at least 60 semester hours in physical, mathematical, and engineering sciences (including courses specified in the basic requirements), or
• Successful completion of a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, geology) with at least one year of professional engineering experience under supervision.
