About the role

Serves as Contracting Officer's Representative (COR) for Public Works related design, construction, maintenance, and repair projects under delegated authority from the Contracting Officer. This position has been designated "Mission Essential"; in emergency situations the incumbent must report to or remain at work to support mission operations.

Responsibilities

• Acts as engineering authority responsible for the review and approval of contract modifications.
• Reviews designs by others for technical accuracy, constructability, and provides recommended changes.
• Identifies the need for future construction projects and integrates them into the Annual Construction project lists.
• Performs supervisory personnel management functions, including evaluating performance, interviewing applicants, making selections for vacancies, recommending incentive awards, disciplinary action, training, and approving leave.
• Directs and coordinates personnel engaged in Quality Assurance (QA) of maintenance, repair, and construction projects.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Requires a Tier 1 background investigation and submission of a Financial Disclosure Statement, OGE-450.
• Occasional travel up to 5% may be required.
• Appointment to this position is subject to a one-year probationary period unless previously met.
• Must be a U.S. citizen.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• Direct Deposit of Pay is required.
• Must submit a Confidential Financial Disclosure Report (OGE-450) upon entry and annually thereafter.

Qualifications

To qualify, you must meet the following education and experience requirements:

• Basic Requirements:
  • A. Degree: Engineering from a program accredited by ABET, or a program including differential and integral calculus and advanced courses in five of the following seven areas: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials; or comparable fundamental engineering science or physics.
  • OR B. Combination of Education and Experience: College-level education, training, and/or technical experience demonstrating thorough knowledge of physical and mathematical sciences underlying engineering, and a good understanding of engineering sciences and techniques. This can be demonstrated by:
    • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).
    • Successful completion of the Fundamentals of Engineering (FE) examination or equivalent.
    • At least 60 semester hours of courses in physical, mathematical, and engineering sciences.
    • A bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics) with at least one year of professional engineering experience.
• Specialized Experience: One year of specialized experience at the GS-11 level or equivalent, including:
  • Applying multidisciplinary engineering principles to support planning, design, and construction of facilities projects.
  • Reviewing engineering and architectural designs for technical accuracy, constructability, and compliance with standards.
  • Monitoring facilities engineering or construction projects to ensure contractor compliance with drawings, specifications, and schedules.

Foreign education must be evaluated by a private organization specializing in interpretation of foreign education programs to be deemed equivalent to a U.S. education program.
