Description of Work

This position serves as a professional accountant in the Controller’s Office. The role oversees all accounts payable activities for the entire agency and monitors and maintains an adequate cash flow for agency financial operations totaling approximately $700 million dollars per year. The position supervises the operations section within the Controller's Office, with two direct reports and nine indirect reports (professional accountants, accounting specialists, and accounting technicians).

The primary purpose of the Department of Public Safety Controller's Office is to ensure that all financial resources and funds are received, dispersed, recorded, and accounted for in accordance with all applicable State and Federal laws and regulations, Generally Accepted Accounting Principles (GAAP), and Department policy and procedures. The Controller's Office at the agency level has oversight responsibility and is accountable to the Office of the State Controller for the integrity of financial data.

Responsibilities

  • Oversee all accounts payable activities for the agency.
  • Monitor and maintain adequate cash flow for agency financial operations.
  • Supervise the operations section within the Controller's Office, including professional accountants, accounting specialists, and accounting technicians.
  • Ensure compliance with State and Federal laws, GAAP, and Department policies and procedures.

Requirements

Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements and reports, of which at least one year is supervisory; or an equivalent combination of education and experience. This position does NOT require certification as a Public Accountant.

Management Preferences

  • Experience with Accounts Payable, Cash Management, and/or Accounts Receivable processes.
  • Knowledge of the policies and procedures required by the Office of State Controller and State Budget Manual.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) relating to auditing, budgeting, and/or financial management.
  • Experience using the North Carolina Financial System (NCFS) and/or other electronic accounting system(s).

Benefits

This is a full-time permanent position (40 hours per week) with State Benefits. The work schedule is Monday – Friday, 8:00 AM – 5:00 PM. This position qualifies for teleworking on a part-time basis as part of the State Telework Program.

Pay

Salary Range: $63,927.00 - $111,871.00. Salary will be based on relevant qualifications, internal equity, and budgetary considerations for the advertised position.

Degrees and transcripts must be from an appropriately accredited college or university.
