We support clients with technical planning, implementation management, and capacity building to strengthen institutions and ensure sustainable operation and maintenance of complex assets.

Objective

The project aims to support the government of a partner country in developing a comprehensive National Strategy for EV Charging Infrastructure Development. The assignment covers baseline assessments, EV adoption scenarios, grid impact analysis, regulatory gap analysis, and pre-feasibility studies for pilot projects to foster a sustainable green transport transition.

Key Responsibilities

  • Conduct a comprehensive workforce and skills assessment for the deployment, operation, and maintenance of EV charging infrastructure, identifying current and future skill needs, potential skills gaps, and training opportunities.
  • Analyze workforce composition and develop targeted measures to broaden the participation of women and other underrepresented groups in the growing EV sector.
  • Assess the accessibility, safety, and travel patterns of different user groups to ensure that EV charging infrastructure is appropriately located, responsive to demand, and inclusive of diverse needs (including people with reduced mobility).
  • Conduct gender analysis and gender impact assessments related to the EV charging ecosystem, utilizing sex-disaggregated data collection and gender-responsive policy review methodologies.
  • Review best practices for inclusive charging infrastructure development and integrate these findings into the national strategy and pilot project pre-feasibility studies.
  • Design inclusive and gender-responsive stakeholder engagement and communication plans, ensuring information is accessible and relevant to diverse audiences.
  • Develop recommendations for capacity development, reskilling, and training programmes to support the growth of the sector and address identified human capital gaps.
  • Prepare clear, concise deliverables and actively contribute to stakeholder consultations, workshops, and internal quality reviews.

Requirements

  • University degree in gender studies, sociology, human resources, transport planning, social sciences, or a related field.
  • Minimum 5–10 years of experience in gender and human capital analysis within the transport or energy sectors, with demonstrable experience in the EV sector.
  • Proven experience in delivering projects in accordance with international financial institutions' (IFI) gender and social safeguard requirements.
  • Strong understanding of gender equality and human capital gaps, along with practical measures to address them in the context of emerging technologies and infrastructure.
  • Previous experience in the Central Asian region is highly desirable.
  • Fluent written and spoken English is essential.
  • Russian language skills are highly preferable, and Uzbek language skills will be a strong advantage.
  • Excellent analytical, communication, and facilitation skills, with proven experience in gender-responsive stakeholder engagement and reporting.
