About the role
An employee in this class leads and directs Natural Gas Operations crews, under the supervision of the Natural Gas Superintendent, to ensure timely completion of natural gas maintenance, construction, regulatory work and damage control. Employee leads and fosters a culture of employee engagement and communicates clear expectations.
Responsibilities
- Plans and directs crews, equipment, and materials to install, maintain, and repair natural gas lines.
- Manages employee on-call and daily work schedules ensuring adequate staffing and coverage.
- Supervises crews engaged in testing, repairing and replacing main line distribution, service lines, meters, regulators, regulation stations, telemetry and other apparatuses.
- Surveys job sites prior to instructing crews on large or more difficult projects; inspects work during performance and after completion, determines appropriate configuration of service extensions and connections, meets with the public on customer service issues.
- Participates in the preparation of bid specifications and bid proposal analysis for the purchase of heavy equipment; makes estimates of the cost of time, materials, and equipment in costing projects; maintains records of parts and supplies and identifies when supply orders are needed.
- Prioritizes projects and coordinates the use of available equipment, materials and staff to obtain maximum effectiveness and economy.
- Instructs workers in the appropriate safety procedures and enforces their use.
- Keeps records, prepares reports, prepares material and supply requisitions, maintains adequate inventory and appropriate records.
- Provides guidance and support to departmental staff; enforces strict and consistent adherence to safety practices and work specifications; participates in recruitment, selection, career development, and coaching of staff in coordination with Natural Gas Superintendent and Natural Gas Utility Director.
- Ensures proper training of crews in proper work methods and techniques, conducts performance coaching and evaluation, plans training and safety meetings.
- Plans and participates with crews in checking regulator stations, cathodic protection and conducting leak surveys.
- Provides proactive and responsive customer service, thoroughly addressing customers requests and questions and ensuring complaints are handled as quickly and professionally as possible.
- Ensures compliance with all federal, state, and local regulations and codes for the Natural Gas Distribution System; ensuring all federally mandated deadlines are met.
- Maintains daily operations to enhance and maintain a high degree of public trust; identifies and influences the implementation of best practices to improve productivity, safety, public image, and to reduce operating costs.
- Attends staff meetings and communicates frequently with Natural Gas Superintendent to ensure clear and consistent communication is maintained between staff, contractors, and management.
- Collaborates with other City departments and outside agencies to achieve departmental goals and improve overall business results.
Qualifications
- Graduation from an accredited college or university with an associate degree in mechanical engineering, construction management, business management, or a related field desired; bachelor's degree highly preferred.
- 2 years of progressively responsible experience in leading crews and supervision of public utilities is required; an equivalent combination of education, training and experience in public sector utility construction, installation and maintenance providing the necessary knowledge, skills and abilities to adequately perform the essential duties may be considered.
Skills
- Knowledge of the principles and practices of public utilities layout and design, construction, repair and maintenance of the natural gas system.
- Knowledge of federal, state, and local laws, codes, regulations, and safety orders pertaining to municipal owned natural gas systems.
- Knowledge of principles, practices, occupational hazards, and safety precautions of natural gas systems.
- Knowledge of purchasing procedures.
- Knowledge of the use of department related equipment and materials, policies and fees.
- Ability to read and interpret natural gas distribution construction plans and specifications.
- Ability to establish and maintain effective working relationships with the public, department heads, governmental officials, City employees, and contractors.
- Ability to communicate effectively, both orally and in writing, and to prepare and maintain accurate records and reports.
