About the Role
Maintains oversight of foster parent charts and ensures compliance with annual training hours required by policy. Oversees annual reassessments and mandatory foster home background checks. Coordinates and staffs TN KEY and pre-service training.
Responsibilities
- Supervises the investigation and selection of therapeutic foster homes.
- Coordinates recruitment campaigns for prospective foster homes, including networking with civic groups, local and area newspapers, handling inquiries, and managing TV and radio exposure.
- Prepares and facilitates the annual training plan for foster parents and staff.
- Supervises and matches selected therapeutic foster parents with children.
- Manages the Parent Training/Recruitment line item in the Foster Care/RHET budget.
- Responsible for Foster Parent Home Study, including opening, closing, approving, and reapproving parent charts in the TFACTS database.
- Assists and supervises the coordination of special events, such as the Christmas Party and Summer Programming.
- Participates in the on-call rotation for weekend coverage, either as backup or primary.
- Follows all policies in accordance with DCS Core Standards, PPM, and Licensure standards.
- Works in a multi-disciplinary team to meet the clinical needs of foster care consumers.
- Completes all required documentation in compliance with Center Policy, CARF, and Provider Policy Manual standards.
- Completes TN KEY Training for all foster and adoptive parents.
- Provides ongoing training for foster parents to ensure they maintain 14 hours of training each year.
- Manages recruitment and retention efforts, including maintaining the budget.
- Attends and leads weekly management and program team meetings.
- Responds to staff pages, flags, emails, and voicemails within 2 business days.
- Meets with parents to discuss difficult situations involving clients or parent behaviors.
- Carries a caseload of overflow clients as needed.
- Maintains and disperses a monthly foster home list to specialists bi-monthly.
- Keeps all parent charts updated with documentation and maintains expiration logs.
- Conducts yearly home visits for re-evaluations and completes quarterly documents with foster parents.
- Conducts a total of 4 interviews with prospective foster parents before opening as a placement option.
- Provides TN KEY, Therapeutic, and CPR courses prior to opening foster homes.
- Completes home studies on new parents within 60 days of completing TN KEY.
- Monitors and ensures all necessary background checks are completed (fingerprinting, TBI, FBI checks, sex offender registry, adult abuse registry, etc.).
- Informs staff of newly opened foster homes upon clearance of all background checks.
- Provides training opportunities for parents to accumulate 14 hours of yearly training (e.g., cluster meetings, all-day training, mail-out packets).
- Registers parents for DCS MRI courses initially and bi-yearly, and keeps documentation of training attendance.
- Creates and mails a quarterly training calendar with reminders of mandatory trainings.
- Attends agency collaborative meetings to foster strong working relationships with other foster care agencies on a monthly basis.
- Participates in local events where setting up a booth or speaking may be required.
- Researches new recruitment efforts to provide ongoing opportunities to present the foster care program.
- Implements the yearly recruitment plan by deadlines and plans retention activities, including a yearly spring picnic and Christmas Party.
- Adequately monitors and spends the recruitment budget without exceeding the budgeted amount.
- Keeps records of all spent money and reconciles check requests within 30 days.
- Provides support to case managers through positive reinforcement and open communication.
- Meets with new case managers during 80 hours of pre-service training to assist in training on working with parents.
- Meets with foster parents individually if problems arise and shares information on policies and procedures.
- Participates in a rotating on-call schedule equally with all team members.
- Provides specialized training to foster parents and makes suggestions for interventions with clients on a weekly basis.
- Returns calls to inquiries within 1 business day and completes appropriate documentation for new referrals.
Requirements
- Must have coursework and/or experience in cultural diversity, human development, etiology and treatment of mental illness, physical and sexual abuse, suicide, and mental disabilities.
- Must have significant experience in foster care placement and/or previous experience supervising others.
- Must have a Bachelor's Degree in social work or a related behavioral field, with a preferred minimum of five (5) years' experience as a caseworker in child welfare.
- Must be capable of driving a car and transporting clients in your personal vehicle.
- Must be capable of assisting in utilizing non-violent methods of crisis intervention, including therapeutic holding.
- Must have the mental ability to exercise sound judgment under pressure.
Pay
Starting salary for this position is approximately $21.82 per hour based on relevant experience and education.
