About the role

We are seeking a Utility Foreman in the Richmond, VA area to supervise and coordinate workers engaged in the construction, installation, and repair of roadways and utilities (earthwork/grading for storm, water, and sewer).

Responsibilities

  • Review documents and plans to ensure all questions are answered before proceeding with activities.
  • Examine blueprints, plans, and profiles to determine dimensions of structures.
  • Direct and train crew in performing work as shown on contract drawings and specifications within the production budget of the job estimate.
  • Act as OSHA-defined "competent person" on the job.
  • Select materials to ensure conformance with project provisions; plan ahead to ensure appropriate materials are on hand.
  • Collaborate with the Superintendent and Project Engineer to plan the sequence of activities in two-week schedule planning.
  • Assign workers to tasks such as operating machinery and equipment, installing trench boxes, and installing pipes.
  • Inspect work performed by subcontractors to ensure conformance with specifications.
  • Supervise workers engaged in utility installations and grading for roadwork.
  • Study production schedules and estimate worker-hour requirements for job completion.
  • Maintain a contact list of crew members and know them by name.
  • Conduct daily "Huddle" with crew to explain work details and train inexperienced members.
  • Interpret company policies to workers and enforce disciplinary procedures when needed.
  • Evaluate ongoing safety issues and make necessary changes; enforce safety regulations and use of Personal Protective Equipment.
  • Establish or adjust work procedures to meet production schedules.
  • Recommend measures to improve production methods, equipment performance, and quality of product.
  • Suggest changes in working conditions and equipment use to increase work crew efficiency.
  • Analyze and resolve work problems or assist workers in solving them.
  • Initiate or suggest plans to motivate workers to achieve work goals.
  • Maintain time and production records, including detailed and accurate time sheets with verified quantities and work locations; submit on time.
  • Keep the job team informed of progress and problems.
  • Estimate, requisition, and inspect materials.
  • Set up machines and equipment and supervise their use.
  • Maintain a detailed daily job diary.
  • Hold meaningful weekly safety meetings for the crew and file reports on attendance and content.
  • Perform activities of workers supervised.
  • Minimize punch list and complete work activities.

Supervisory Responsibilities

  • Responsible for the overall direction, coordination, and evaluation of the crew.
  • May manage 1 Lead Person supervising 2 to 3 employees, and directly supervise 3 to 5 non-supervisory employees.
  • Carry out supervisory responsibilities in accordance with company policies and applicable laws, including training, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Requirements

  • Five years of related experience and/or training, including experience with water/storm/sewer pipe installation and grading for roadways.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees.
  • Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent.
  • Ability to apply common-sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.

Physical Demands

  • Regularly required to stand, walk, use hands to finger/handle/feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and talk or hear.
  • Frequently work or walk on uneven ground.
  • Frequently lift and/or move up to 50 pounds.
  • Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.

Work Environment

  • Exposed to outside weather conditions and must walk or work on uneven ground.
  • May be exposed to high, precarious places, shafts, tunnels, fumes, airborne particles, and vibration.
  • Noise level is usually moderate, occasionally loud.

Pay

Expected base hourly range for this position is $33 - $45+, depending on factors such as education, experience, licensure, certifications, geographic location, and internal equity.
