About the role
The incumbent serves as the Foreign Military Sales (FMS) Communication, Navigation, and Identification (CNI) Engineer within the Mission Systems (MS) Program Management Office (PMO), F-35 Joint Strike Fighter Program Office (JPO), Wright-Patterson AFB, Ohio. The incumbent is responsible for supporting the integration efforts for FMS unique capabilities as well as supporting the development of common capabilities as part of the MS Engineering Team with the development and fielding of Follow-on Modernization (FoM) capabilities to the F-35 fleet.
Responsibilities
- Provide systems engineering, CNI integration management, CNI sustainment support, and support for all common and unique CNI capabilities integrated into the F-35 Air System.
- Provide oversight of CNI integration and sustainment efforts ensuring compliance with F-35 Enterprise contracts and utilize best systems engineering practices.
- Coordinate FMS unique CNI integration efforts with the MS CNI IPT to ensure that FMS unique CNI requirements are included and synchronized with the F-35 Program of Record.
- Evaluate CNI design trade studies/design decisions/performance.
- Maintain status reports of ongoing CNI technical, integration, programmatic issues, each FMS country’s CNI related action items and requests for information (RFI) from all associated program management and technical interface meetings (TIMs).
- Coordinate among each FMS country team and the prime contractor the CNI requirements, and integration of all F-35 Alternate Mission Equipment (AME), CNI hardware and software products for configuration control and accurate inclusion in each FMS country’s unique flight series data and joint technical data.
- Assist in the development and review of F-35 test plans and procedures for the evaluation, certification, and integration of F-35 Enterprise and each FMS country’s unique CNI hardware and software requirements for use on the F-35.
- Review test data and validation evidence to determine compliance with each FMS country’s unique and Enterprise CNI requirements.
- Coordinate with external governing Agencies/Services on CNI functions certification processes.
- Review, coordinate, and make recommendations for each FMS country’s unique CNI-related TAAs, RFIs, and Press Releases for compliance with foreign disclosure, export compliance, decision memorandum (DM), and release-ability guidance.
- Review and assess all critical CNI DRs and SPARs on their impacts to each FMS country’s unique CNI integration requirements, and coordinate appropriate closure plans.
- Provide subject matter expertise (SME) to each FMS program manager, lead systems engineer, and FMS Mission Systems Lead Engineer, as required, for the execution of all FMS LOAs.
- Provide subject matter support to the JSF ID SCP/FMS Program Managers for Israel and Singapore, Security Assistance Program Manager (SAPM), as required for the execution of all US-Israel and US-Singapore JSF LOAs.
Requirements
- U.S. Citizenship
- The Security Cooperation Workforce Development Program (SCWDP) requires Foundational certification within two years.
- Good briefing skills and interpersonal diplomatic skills.
- Bachelor of Science Degree in Electrical, Computer Engineering or a related technical degree required; Master of Science degree highly desirable.
- Secret clearance with Eligibility for Special Access Program (SAP).
- Ability to obtain Official Passport and willingness to travel overseas.
