FMS Program Management Analyst, Sr.
About the role
The Senior FMS Management Analyst supports the Foreign Military Sales (FMS) program at Patuxent River, MD. The role involves applying analytic techniques to evaluate program/project objectives, manage schedules, and analyze data.
Responsibilities
- Prepare meeting agendas, coordinate, attend, and participate in meetings with government and industry stakeholders.
- Collect, complete, organize, and interpret data related to aircraft/weapon/project acquisition and product programs.
- Track program/project status and schedules, and apply government-instituted processes for documentation, change control management, and data management.
- Support planning activities, including presenting alternative funding or acquisition strategies and cost estimates for new program requirements.
- Enter planning data in CSPT and WRAPS, or appropriate tools, and track cost, schedule, and performance indicators.
- Coordinate and participate in working groups, meetings, and conferences to coordinate program plans, roadmaps, and technology reviews.
- Perform Earned Value Management (EVM) data analysis, IBR, PM data, fiscal planning documentation, reporting, and performance metrics.
- Support source selection evaluations, perform analyses of contract proposals, change proposals, and technical changes, and conduct on-site reviews.
- Analyze and evaluate Total Ownership Cost (TOC), Should Cost, CAIV, and LCC evaluations, and provide recommendations for initiatives, their potential ROI, and associated risks.
- Provide cost/benefit analyses, cost trade-off analyses, business case analyses, cost variance analyses, and present value analyses to support program execution and PPBE process.
- Develop and disseminate weekly status reports on fielding and deployments, and coordinate with NAVAIR Public Affairs Office for media inquiries and public releases.
- Assess platform prime's subcontract awards, flow-down, and impacts of identified risks and issues.
Requirements
- Minimum 10 years of experience with a MA/MS degree OR 12 years with a Bachelor’s degree OR 16 years with an Associate’s degree.
- Experience with DOD and SECNAV series instructions, NAVAIR Management Tools, and FMS Processes.
- Expertise in DSAMs, missile systems, and recertification.
- Knowledge of Acquisition Management System, Program Management Tool, Procurement Initiation Documents (PID).
- Ability to develop sound acquisition strategies, execute integrated Government schedules, and manage budget/phasing plans.
- Strong analytical skills for cost and performance trades.
- Proficiency in MS Office 365 (Project, Excel, PowerPoint, SharePoint, Teams), Adobe Professional.
- U.S. Citizenship and ability to obtain a Secret security clearance.
Qualifications
- Education: MA/MS degree preferred, but a combination of experience and education may substitute.
- Experience: At least 10 years of relevant experience, with a preference for those with higher educational qualifications.
- Technical Skills: Proficient in DSAMs, missile systems, and recertification processes.
- Software: Familiarity with NAVAIR Management Tools, Procurement Initiation Documents (PID), and MS Office 365.
- Other: Strong analytical skills, ability to develop sound acquisition strategies, and proficiency in Adobe Professional.
