About the role

The Safety Assurance Program Manager develops, implements, and oversees the FOQA (Flight Operations Quality Assurance) and ASAP (Aviation Safety Action Program) programs in accordance with FAA AC120-82, AC120-66B, and industry standards. This role collaborates with other 14 CFR Part 5 Subpart D-required programs and reports to the Sr. Manager - Aviation Safety Programs, enabling the organization to proactively identify and correct safety, operational, and regulatory weaknesses.

Responsibilities

• Provide day-to-day management of the FOQA program, maintaining the company FOQA manual.
• Collaborate with a third-party FOQA/FDM data services provider.
• Prepare and facilitate FOQA Steering Committee and FOQA Management Team (FMT) meetings.
• Coordinate with FOQA gatekeepers for additional data validation as required.
• Prepare and facilitate FOQA Gatekeeper meetings.
• Prepare recommendations from meetings for the FMT and other process owners.
• Maintain the FOQA event database and perform trend analysis.
• Track the effectiveness of implemented controls and corrective actions.
• Disseminate FOQA information throughout the company.
• Perform FOQA-related investigations as needed.
• Provide day-to-day management of the ASAP program, maintaining the company ASAP manual.
• Serve as the designated ASAP Manager.
• Attend ERC Meetings as a manager or voting ERC member.
• Collaborate with the SMS Program Manager, Evaluator/Investigators, and a third party in managing ASAP reports and investigations.
• Perform trend analysis on areas of non-compliance, identifying associated risk.
• Track the effectiveness of implemented controls and corrective actions for ASAP.
• Disseminate ASAP information throughout the company.
• Ensure safety assurance outputs and recordkeeping meet 14 CFR Part 5 requirements.
• Collaborate with the safety team, flight operations, maintenance, and dispatch teams on current and future safety assurance programs (IEP, LOSA, CASS, etc.).
• Assist with safety and quality evaluations and investigations, including root-cause analysis.
• Prepare and present safety assurance data to the safety team, Part 119 team, and operations council.
• Provide safety assurance and SMS-related training to company employees as part of safety promotion.

Requirements

• Aviation leadership experience (program management level and above) in operations, maintenance, dispatch, safety, quality, or regulatory compliance roles with a 14 CFR Part 121, Part 135, or Part 145 certificate holder (or military or foreign equivalent).
• Superb working knowledge of aviation safety management systems, safety assurance, and safety risk management.
• Superb working knowledge of Part 135 regulations and other applicable regulations and standards.
• Knowledge of safety performance indicators (SPIs).
• Excellent communication, organizational, and planning skills.
• Ability to work with minimal supervision, collaborate effectively, set realistic project goals and deadlines, and deliver consistently.

Preferred Qualifications

• Four or more years of aviation experience with increasing responsibility and complexity.
• Associate’s or Bachelor’s degree in aviation safety, aviation management, aviation science, or a similar field, or an additional 2+ years of experience in aviation safety, quality, or programs.
• FAA certificate (Commercial Pilot/ATP, Dispatch, or foreign equivalent).
• Previous experience at an air ambulance operator.
• Knowledge of helicopter air ambulance operations (14 CFR Part 135 Subpart L).
• Knowledge of CAMTS and other applicable air medical transport standards.

• Ongoing need to see and read information, documents, monitors, identify equipment and supplies, and assess customer needs.

• Manual dexterity to manipulate complex and delicate equipment with precision, including frequent computer use for typing and accessing information.

Pay

$44.99 - $69.44 per hour, dependent upon experience.

Schedule

40 scheduled weekly hours.
