About the role
An Appraiser III performs the most difficult and complex appraisals of large commercial, industrial, petroleum, agricultural, possessory interests and unique special-use properties; presents the most complex assessment appeal cases; and provides training, quality assurance and guidance to lower level appraisers in proper appraisal practices and procedures.
Responsibilities
- Applies analytical methodologies or statistical techniques to real property appraisals
- Provides quality assurance review of work performed by lower level staff
- Resolves complex issues related to property assessments for tax purposes
- Reviews, analyzes, and updates technical appraisal manuals, procedures, and methods to conform with office policies and legal requirements
- Conducts special projects and studies as requested
- Provides formal and on-the-job training to lower level staff, including preparation of course outlines and training aids
- Serves as a project leader or supervisor during supervisor absence
- Prepares the most difficult assessment appeal cases and testifies as an expert witness at Assessment Appeal Board hearings
Requirements
- Completion of a Bachelor's degree in business administration, public administration, economics, accounting or a closely related field
- Five (5) years of progressively responsible experience as an Appraiser, two (2) years of which must be at a journeyman appraiser level in an assessment jurisdiction in the State of California
- Possession of "Certified General" Real Estate Appraiser License with the California State Office of Real Estate Appraisers
Qualifications
- County Agency/Department Service: Currently working as a regular employee in the Assessor's Office with the County of Ventura
- Professional experience within the last ten years that demonstrates application of analytical methodologies or statistical techniques to real property appraisals
- Experience as an Assessor's Technician or equivalent class in Ventura County Assessor's Office
