Fleet Operations Analyst – Citations & Transfer of Liability
About the role
As a Fleet Operations Analyst – Citations & Transfer of Liability (TOL), you will play a key role in supporting and optimizing nationwide fleet compliance operations. This position is responsible for researching, developing, and maintaining a comprehensive database of municipal traffic citation rules, Transfer of Liability (TOL) requirements, and jurisdiction-specific processing information across thousands of cities, counties, and municipalities throughout the United States.
Responsibilities
- Research, build, maintain, and continuously expand a comprehensive internal database of municipal traffic citation requirements, court systems, mailing addresses, fine structures, and jurisdiction-specific processing rules across the United States.
- Research, document, and maintain Transfer of Liability (TOL) requirements for state and local jurisdictions to support compliant and accurate citation processing.
- Analyze incoming citation and document workflows to identify operational trends, workload fluctuations, and opportunities for process optimization.
- Maintain physical document volumes and proactively recommend automation strategies, document scanning solutions, API integrations, or new vendor partnerships to improve operational efficiency and scalability.
- Serve as the primary operational liaison with citation data providers, API vendors, and document management partners, coordinating requests, tracking deliverables, and evaluating vendor performance.
- Conduct detailed research across municipal codes, court systems, state statutes, public records, and regulatory resources to ensure operational data remains accurate and current.
- Develop standardized processes and documentation to ensure consistency and accuracy across jurisdictional data.
- Evaluate emerging technologies, software platforms, and vendor capabilities that support fleet citation management, workflow automation, and digital document processing.
- Track operational metrics and provide recommendations to improve processing efficiency, turnaround times, and overall service delivery.
- Partner with internal stakeholders to implement operational improvements, support system enhancements, and streamline citation management processes.
- Ensure compliance with all applicable federal, state, and municipal regulations governing traffic citations and Transfer of Liability processing.
Requirements
- Bachelor's degree in Business Administration, Operations Management, Public Administration, Supply Chain, Information Management, or a related field; or equivalent combination of education and experience.
- 3+ years of experience supporting fleet operations, traffic citation management, tolling operations, Transfer of Liability (TOL), municipal compliance, or similar operational environments.
- Experience researching and interpreting municipal, county, and state regulations.
- Proven experience building, maintaining, or managing large operational databases, registries, or reference libraries.
- Strong analytical, organizational, and problem-solving skills with the ability to identify opportunities for operational improvements.
- Experience evaluating manual workflows and recommending automation solutions or technology enhancements.
- Experience working with third-party software vendors, API providers, and external business partners.
- Exceptional research skills with the ability to gather information from fragmented public sources and translate it into structured, actionable operational data.
- Advanced proficiency in Microsoft Excel and experience working with databases, reporting tools, or data management platforms.
- Strong attention to detail with excellent organizational and project management skills.
- Excellent written and verbal communication skills with the ability to present findings and recommendations clearly.
- Ability to manage multiple priorities and work independently in a fast-paced environment.
Preferred Qualifications
- Experience supporting fleet, transportation, mobility, or vehicle compliance operations.
- Familiarity with municipal court systems, citation processing, or tolling regulations across multiple jurisdictions.
- Experience evaluating operational vendors and implementing technology solutions that improve business processes.
- Knowledge of document imaging, OCR, digital workflow automation, or API-based integrations.
- Continuous improvement experience utilizing Lean, Six Sigma, or similar process improvement methodologies.
