About the role

This position is responsible for the overall administration of grants and contracts for the Fisheries Department. Overseeing all fiscal and fiduciary responsibilities of the Yakama Nation Fisheries department for contracts, grants, and agreements with federal, state, and cooperative entities, including but not limited to:

  • United States Department of the Interior
  • Bureau of Indian Affairs
  • DOE Bonneville Power Administration
  • Bureau of Reclamation
  • Other Federal, State, and Tribal entities as required

Plan and organize office workflow to meet deadlines according to established policies and procedures. Develop and maintain record-keeping systems, financial documents, and provide confidential administrative services. Greet and assist the public, Yakama Nation program needs, coworkers, and various outside agencies.

Responsibilities

  • Serve as the primary point of contact for grantor agencies, internal administrative staff, and sub-grantees.
  • Train staff on grant software and policies.
  • Assist in preparing, formatting, and submitting grant applications and budgets to funding agencies.
  • Establish and maintain ongoing communication with Grants & Contracts, Office of Legal Counsel, Central Accounting, and Finance to ensure document procedures are adhered to for processing.
  • Administer lead entity operational funding, including work plans, deliverables, invoicing, and reporting requirements.
  • Communicate with appropriate staff to ensure grant/contract timelines are met.
  • Review and verify administrative, financial, and programmatic reports for accuracy, completeness, and adequacy, including all supporting documentation and reconciliation with the Financial System.
  • Maintain all relevant program documents in paper and electronic format for record-keeping and auditing purposes.
  • Attend meetings and workshops to stay informed of state, federal, local, and government-to-government regulations.
  • Determine necessary work products and oversee day-to-day work activities.
  • Perform contract administration and termination of grants and contracts, applying cost accounting principles and practices to complex accounting problems.
  • Coordinate activities associated with the preparation of various budgets for grants and contract proposals.
  • Assist and advise on complex and unusual problems, making special studies and analyses of grant and contract accounting issues.
  • Utilize electronic programs for online submission of budget proposals, equipment inventory, status reports, annual reports, modifications, and amendments.
  • Ensure all requirements are met as outlined in the Yakama Nation Financial Policy Manual, including tribal forms, committee actions, legal review forms, Davis Bacon, TERO, permitting, and all prerequisites.
  • Work collaboratively with co-workers and other programs, agencies, tribes, and the community.
  • Work with Accounts Payable personnel in preparing and reviewing contractor invoices, purchase orders, travel closeouts, timesheets, and other financial transactions.
  • Review and verify cost documentation and financial reports for accuracy, completeness, and adequacy, reconciling with the Financial System.
  • Review monthly, quarterly, and annual status reports on priority work tasks and submit them for audit purposes.

Requirements

  • Bachelor’s degree in accounting, business administration, or related field OR five (5) years of experience with development or litigation-quality cost documentation reports or equivalent to a Lead Accountant, plus three (3) years of supervisory experience.
  • Required to pass a pre-employment drug test and background check.
  • Must possess a valid Washington State Driver’s License with the ability to obtain a Yakama Nation Driving permit, including a Defensive Driving Course certificate (to be updated every 2 years).

Qualifications

  • Knowledge and experience with Generally Accepted Accounting Principles (GAAP), Tribal Administrative Policies and Procedures for Accounting, and Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200).
  • Experience maintaining accurate records of work activities, project file information, and documentation of decision points, including Committee Actions or Resolutions associated with various funding sources.
  • Knowledge of Yakama Nation’s accounting software system (D365).
  • Knowledge of invoices, purchase orders, travel authorizations, and ability to run general ledger reports.
  • Skilled in analyzing and solving complex accounting and financially related problems to maintain financial accountability and accuracy of cost systems.
  • Ability to establish internal control systems to verify and document financial reports for accuracy and consistency.
  • Ability to perform work independently with a high level of professionalism and adherence to strict ethical standards to safeguard Yakama Nation’s financial interests.
  • High degree of personal integrity and ability to maintain strict confidentiality.
  • Ability to manage multiple complex accounts and deadlines.
  • Ability to remain flexible with changing assignments, priorities, and frequent interruptions.
  • Ability to maintain excellent time and attendance to meet program goals and objectives.
  • Ability to plan, organize, and develop personal workload independently.

Preferred Qualifications

  • Bachelor’s degree in business or accounting.
  • Familiarity with grants from federal, state, and local entities, particularly in natural resources or fish programs.
  • Enrolled Yakama preference, but all qualified applicants are encouraged to apply.
