Fiscal Technician (CYF) - Accounts Payable Subsidies

An advanced clerical accounting position involving the application of bookkeeping principles and practices, and the management of fiscal records within the Children, Youth & Families division.

Supervision

Reports directly to the Accountant 2. This position does not supervise other employees.

Responsibilities

  • Verifies, codes, and processes subsidies for foster and kinship parents, eligible adoptions, and permanent legal custodianships.
  • Maintains labor distribution and reconciles it to the general ledger quarterly.
  • Assists in preparing the PW1171 for state invoice submission.
  • Processes monthly mileage and expense logs for staff.
  • Compiles monthly summary and averages report.
  • Prepares Social Security deposits and enters into CAPS.
  • Prepares Promise 40.
  • Communicates with external parties regarding necessary paperwork processing.
  • Maintains petty cash, Kinship Vouchers, and gas cards.
  • Tracks County vehicles, including total mileage and gas consumption.
  • Collects and processes receipts for County Voyager cards and P-Cards, matching them to credit statements bi-monthly.
  • Follows up on missing receipts or items.
  • Prepares and enters budget adjustments.
  • Maintains confidentiality at all times.
  • Attends required training.
  • May be required to work in another unit/division for coverage.

Requirements

Education & Experience:

  • High school diploma or GED, and at least one year as a County Fiscal Assistant; or
  • Three years of full-time professional work experience maintaining fiscal or financial records, including at least one year applying accounting or fiscal principles; or
  • One year of full-time professional experience maintaining and reviewing fiscal records, and an Associate’s degree in Accounting or Business Administration; or
  • Any equivalent combination of experience and training.

Skills

  • Thorough knowledge of bookkeeping principles and practices.
  • Knowledge of modern office practices and equipment, including Microsoft Office.
  • General knowledge of accounting principles and methods.
  • Ability to perform detailed work with written or numerical data.
  • Ability to make rapid, accurate arithmetical calculations.
  • Ability to analyze and interpret fiscal information.
  • Ability to apply established methods to financial transactions.
  • Ability to establish and maintain effective working relationships.
  • Ability to clearly express ideas verbally and in writing.
  • Ability to maintain confidentiality.
  • Ability to read, write, speak, understand, and communicate in English.

Physical Demands

The office environment is moderately quiet.

Pay

Pay Grade: PS-33 (FLSA non-exempt, eligible for overtime). Union: PSSU.
