Position Duties

The main purpose of this position is to assist in the direction, planning, and coordination of payroll operations for the Department of Public Safety and Correctional Services (DPSCS), supporting the accurate and timely processing of time and gross payroll for approximately 10,000 employees.

This position assists the Payroll and Audit Director by providing oversight, guidance, and operational support to regional payroll units located in Jessup, Hagerstown, Cumberland, Eastern, and Baltimore, as well as Consolidated Agencies. The Deputy Director plays a key role in supporting the development, implementation, and monitoring of departmental initiatives and programs designed to promote standardization, internal controls, and compliance with applicable State laws, regulations, and Departmental policies governing payroll and timekeeping operations.

  • Affords assistance in the direction, planning, and coordination of departmental payroll operations responsible for the accurate and timely processing of time and gross payroll for approximately 10,000 employees, including oversight of reconciliation activities related to payroll check registers and payroll summary reports.
  • Affords assistance with payroll audit activities by reviewing and analyzing data and reports from Workday and other supporting payroll systems, and by preparing or coordinating documentation in response to employee grievances, pay discrepancies, and related inquiries.
  • Affords assistance with personnel budget projections by reviewing, analyzing, and contributing to payroll status reports related to overtime usage, leave balances, classification studies, and other workforce and payroll-related analyses.
  • Affords assistance in the formulation, implementation, and ongoing evaluation of fiscal and payroll-related policies and procedures in accordance with applicable State laws, Departmental policy, and generally accepted accounting practices, for inclusion in the Department’s Financial Operations Manual.
  • Affords assistance in the development and implementation of corrective action plans under the guidance of the Chief Financial Officer, Deputy Chief Financial Officer, and the DPSCS Office of the Inspector General, and coordinates responses to legislative audit reports, findings, and inquiries associated with payroll operations.

Minimum Qualifications

  • Education: Bachelor’s Degree in Accounting, Business, or another closely related fiscal/business discipline with coursework in payroll, auditing, accounting, budgeting, financial reporting, fiscal operations, or public-sector financial administration.
  • Experience: Three years of experience overseeing, reviewing, auditing, coordinating, or processing payroll, timekeeping, employee compensation, or payroll-related fiscal operations. Of the required experience, at least one year must include responsibility for reviewing payroll or timekeeping records, reports, reconciliations, discrepancies, salary advances, leave balances, overtime usage, wage recoveries, stop payments, check cancellations, or other employee compensation transactions for accuracy, compliance, internal control, or audit purposes.
