We need to output HTML fragment with sections: Duties (maybe heading "Responsibilities"? The instruction says use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). So we need to map content to appropriate headings. The posting includes Duties (list of duties), Requirements (conditions of employment), Qualifications (specialized experience, education), Additional information (benefits, moving expenses, etc). We need to include sections only when there is real specific content. We must not repeat job title. No Job ID etc. Remove boilerplate like EEO, legal, etc. We need to preserve all substantive info. We need to decide headings: For duties, we can use

Responsibilities

(or Duties). The instruction says e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. So we can use Responsibilities for duties. Requirements heading for conditions of employment. Qualifications heading for qualifications (specialized experience, education). Benefits heading for moving expenses, benefits package mention. Pay heading? The posting mentions "Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level." That's pay info. So we can include Pay heading. Schedule? Not mentioned. Skills? Not explicit. Could omit. We need to use
  • for any list of duties/requirements/benefits. So for duties list, we need
    • . For requirements list (conditions of employment) also list. For qualifications maybe list? It includes specialized experience definitions, education substitution, etc. Could be list. Benefits list includes moving expenses, benefits package, etc. We must preserve all substantive information, not invent or summarize away detail. Must not include filler like "commensurate with experience". We need to avoid placeholder. We need to remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. So we need to strip out sections like "HOW YOU WILL BE EVALUATED, REQUIRED DOCUMENTS, HOW TO APPLY and NEXT STEPS", "Additional information" maybe partly keep substantive like moving expenses, benefits, etc. Also remove lines about "This Job Opportunity Announcement is using an additional online assessment tool..." etc. That's application instructions; remove. Also remove "For Entry At The Gs-11 ..."? That's qualifications, keep. But need to remove duplicated lines. We need to be careful to keep all substantive info: duties, requirements (conditions of employment), qualifications (specialized experience definitions for GS-11 and GS-12, education substitution, certification requirement, etc), benefits (moving expenses paid, benefits package, etc), pay (step 1 salary range). Also maybe mention "Travel requirement is occasional." That could be under Schedule? Not exactly schedule but maybe under Responsibilities? Could be a separate note but we can include under Responsibilities as a bullet? Might be better to include under Responsibilities as a bullet: "Travel requirement is occasional." Also "This position is exempt from the Fair Labor Standards Act." That's maybe under Requirements? Could be under Requirements as a condition. Also "This position is not covered by a bargaining unit." Could be under Requirements. Also "Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration..." That's maybe under Requirements? Could be under Requirements as a note. Also "Retired Civil Service Employee: Employment of retired Federal employees receiving an annuity is subject to the requirements of the Department of Defense (DoD) policy guidance." That's also requirement. Also "Security Designation varies dependent upon position and may require a secret clearance or higher. Employment requires a background investigation which may delay starting date. If selected and cannot obtain a favorable security determination within a reasonable period of time, the employment offer may be withdrawn." That's requirement. Also "Individuals required to obtain/maintain a favorable security determination to occupy a sensitive position as a condition of employment. Failure to maintain eligibility to occupy a sensitive position may result in termination." That's requirement. Also "Criminal History Inquiries- For some positions, criminal history inquiries may not take place before you receive a conditional job offer." That's requirement. Also "Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution." That's maybe under Requirements? Could be under Requirements as a note. Also "A career with the U.S. government provides employees with a comprehensive benefits package." That's benefits. We need to avoid duplication: Many lines repeated like "Obtain/Maintain Financial Management Certification." appears multiple times; we should keep only once. We need to output only HTML fragment, no /, no markdown fences. Let's structure:

      Qualifications

      • For Entry At The GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: Applying financial laws, regulations and policies as they relate to financial systems operations; testing, and updating user documentation for financial systems.
      • For Entry At The GS-12: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: Researching and interpreting financial laws, regulations and policies to ensure the continuity and compliance of a financial system's design and operations; performing systems analysis, testing and support of automated financial systems. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
      • Education For Entry At The GS-11 Level: SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. YOU MUST SUBMIT TRANSCRIPTS IF YOU ARE SUBSTITUTING EDUCATION FOR EXPERIENCE IN ORDER TO BE CONSIDERED.
      • Education For Entry At The GS-12 Level: Education is not substitutable for specialized experience at the GS-12 grade level.
      • Additional qualification information: This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. (But that's application instructions; we should remove? It's more about process. The instruction says remove application instructions. So we should remove lines about HOW YOU WILL BE EVALUATED, REQUIRED DOCUMENTS, HOW TO APPLY and NEXT STEPS. Also "This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants." That's also application instruction. So we should remove that line. Also "For Reasonable Accommodation Requests, see the How You Will Be Evaluated section." Remove. Also "Additional information" heading we might keep some substantive like moving expenses, benefits, etc. But we need to avoid repeating "Obtain/Maintain Financial Management Certification." Already in Requirements. We'll keep it once.
But we need to ensure we don't include application instructions. The "Additional information" section includes moving expenses, benefits, etc. We'll extract substantive parts: moving expenses paid, Tax Cuts and Jobs Act note, Relocation Income Tax Allowance (RITA), Telework availability limited, temporary promotion possibility, probation period, Selections subject to restrictions from DoD Program for Stability of Civilian Employment, temporary promotion may be made permanent, announcement may fill additional vacancies within 120 days, Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level, Travel requirement is occasional (already in Responsibilities), position exempt from FLSA (already in Requirements), not covered by bargaining unit (already), Priority Placement Program (already), Retired Civil Service Employee (already), Security designation (already), Criminal History Inquiries (already), etc. So we need to capture moving expenses, benefits package, probation period, etc. Let's create a Benefits section.
