Financial Reporting Analyst - 55000733
Salary Range: $56,718.77 - $73,400.76/annual
Hiring Salary Range: $2,181.49 - $2,823.11/biweekly
Anticipated Salary: $2,566.46/biweekly
Location: General Accounting Office, Finance and Administration, 605 Suwannee St., Tallahassee, FL 32399

Responsibilities

  • Perform the reconciliation of Department Florida Accounting Information Resource (FLAIR) records to State Accounts for cash receipts and cash disbursements.
  • Ensure the Department’s cash balance agrees with State Accounts.
  • Ensure appropriate Department personnel are notified of issues identified and that necessary corrective action is taken.
  • Periodically review the trial balance for anomalies such as atypical balances, incorrect general ledger code usage, accrual indicator usage, and other FLAIR data fields.
  • Aid in the Department’s annual year-end closing processes.
  • Prepare and/or review necessary financial reporting accrual, adjusting and correcting entries, ensuring information is accurate and maintaining clear, concise supporting documentation for audit purposes.
  • Cook up the required financial statement forms within the time frame established by the Department of Financial Services for inclusion in the State’s Annual Comprehensive Financial Report.
  • Provide assistance to Department staff in establishing new FLAIR accounting codes or assisting in understanding codes and transactions.
  • Provide assistance to other fiscal staff, budget coordinators, and district accountants in analyzing FLAIR data and other reports.
  • Provide assistance and training to users to ensure accurate correcting entries for identified issues.
  • Perform the monthly reconciliation of bid protest and cash performance bonds, advances, accounts payables, intra/inter funds, payroll transactions, and the Receipt Processing System as assigned.
  • Ensure appropriate Department personnel are notified of issues identified and that necessary corrective action is taken.
  • Perform the reconciliation of Department clearing and revolving funds.
  • This includes reconciling the cash in bank amount to the FLAIR revolving fund balances.
  • Research and complete special projects as assigned and submit results to supervisor in a timely manner.
  • Perform other duties as assigned.

Qualifications

  • Four years of work-related experience in an accounting or auditing related field or a college degree in a business-related field can be substituted on a year-for-year basis for the required experience.

Skills

  • Knowledge of Florida Accounting Information Resource (FLAIR), Governmental Accounting, Auditing and Financial Reporting (GAAFR), Generally Accepted Accounting Principles (GAAP), and State Chief Financial Officer’s (CFO) operating procedures.
  • Ability to interpret and apply accounting and auditing theory, standards, practices and procedures.
  • Accounting systems, internal control concepts, reconciliation procedures and processes.
  • Inefficient and effective use of computer applications such as spreadsheets, work processing and database applications.
  • Preparation of supporting schedules for agency and/or statewide financial statements in accordance with GAAP or another comprehensive basis of accounting, identification of errors and providing guidance on appropriate corrective actions if needed.
  • Analyze processes to ensure they are performed in the most efficient and effective manner.
  • Research and interpret accounting literature, rules and pronouncements.
  • Audit, review, analyze and evaluate financial and operational data.
  • Prepare financial statement working papers and schedules.
  • Utilize problem solving techniques.
  • Perform reconciliations and research and resolve discrepancies.
  • Communicate clearly and effectively, both verbally and in writing.
  • Plan, organize and conduct activities independently with minimal supervision.
  • Develop, implement and enhance procedures and controls.
  • Exercise proper judgment.
  • Work effectively with other department offices, other State agencies and the public.
  • Work effectively as a team member (teamwork, open-mindedness and a cooperative attitude).
  • Perform duties under pressure and time constraints and meet deadlines.
