FINANCIAL MANAGEMENT ANALYST.

Duties

• Ensure budget formulation and budget execution functions are in compliance with laws, regulations, policies and audit corrective action plans.
• Manage Budget Execution of Overhead and monitor Direct Material obligations and phasing plans, Certified Obligations, and prior year closeout.
• Analyze and recommend costs and benefits of alternative methods of financial management.
• Monitor and reconcile budget authority and program execution; apply performance measures to identify assets, shortfalls, cost trends and other crucial variances.
• Provide advice on effective and efficient methods of acquisition and the use of funds to support the organizations programs and activities.
• Apply skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions.
• Develop and implement automated reporting and reconciliation solutions using advanced analytical tools, and identifying process improvements that strengthen internal controls and financial reporting.
• Serve as a technical resource for audit support, financial reporting, and compliance with Department of Defense and Department of the Navy financial management requirements.

Requirements

• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty; failure to do so may result in withdrawal of a job offer or removal.
• This is a Financial Management Level II certified position per NDAA 2012, Section 1599d; you must achieve this level within prescribed timelines (DoD Instruction 1300.26).
• May be required to wear personal protective equipment (e.g., helmets, gloves, coveralls, glasses, goggles, respirators, safety shoes) when appropriate.
• Work is performed in areas with potentially harmful physical and chemical agents; you will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites; must be able to travel on military and commercial aircraft for extended periods.
• Subject to work an uncommon tour, including nights, weekends, and holidays; overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the full range of complex accounting duties requiring advanced technical knowledge and judgment. Examples include: leading complex financial analyses, performing reconciliations across multiple financial and accounting systems, identifying systemic discrepancies, resolving complex accounting issues, and ensuring the accuracy, completeness, and integrity of financial data.

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing financial analysis, reconciliation, reporting, and audit support. Examples include: extracting, validating, analyzing, and reconciling financial data from multiple accounting and feeder systems; identifying discrepancies; researching and resolving routine to moderately complex variances; and preparing recurring and ad hoc financial reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Education (GS-11 Only)

In lieu of specialized experience, you may qualify with the following education or combination of education and experience:

• Successful completion of a Ph.D. or equivalent doctoral degree; OR
• Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
• Possession of an LL.M. that is related to this position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience.
