About the role

Employee performs a variety of line-item, financial, inventory, and accounting work for the General Financial Enterprise Systems (GFEBS) and Global Combat Support System (GCSS-ARMY) financial programs.

Responsibilities

• Identifies, researches, tracks, and corrects problems with timely receipt and posting of credits due and received, utilizing both financial and logistical processes.
• Based on analysis, initiates actions to research and correct problem areas.
• Informs appropriate Command, customer, or performing activity element and monitors to assure implementation of corrective action.
• Evaluates effectiveness of supply financials, administration, and operation in comparison to forecasted objectives, obligations, and disbursements.
• Researches, analyzes, and resolves financial system problems.
• Designs internal controls to track automated records and monitors data integrity and reliability of reports.
• Administers and utilizes various financial systems such as Defense Travel Systems.
• Prepares financial reports and provides guidance to help with financial decisions about the organization.
• Assists personnel using the organization’s financial programs and with policies and procedures for financial managers.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Obtain and maintain a FM Certification Level 2.
• Obtain and maintain a Secret Security Clearance.
• U.S. Citizenship is required.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
• Direct Deposit of Pay is required.
• Selection is subject to restrictions resulting from the Department of Defense referral system for displaced employees.

Qualifications

To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience (GS-07 level):

• One year of specialized experience which includes performing a variety of accounting, budgetary, administrative, and analytical functions related to financial management.
• Experience utilizing various automated financial systems to maintain financial records or compile financial reports.

Education Alternatives:

• One full year of graduate-level education in a field demonstrating the knowledge, skills, and abilities necessary to do the work of the position.
• Superior Academic Achievement: Successful completion of all requirements for a bachelor’s degree with Superior Academic Achievement in a qualifying curriculum. Superior Academic Achievement is based on:
  • Class Standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision.
  • Grade-Point Average (G.P.A.):
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum.
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  • Honor Society Membership: Eligibility based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
• Combination of Education and Experience: A combination of education and experience may be used to qualify if the computed percentage of the requirements is at least 100%.

Specialized Experience (GS-09 level):

• One year of specialized experience which includes:
  • Researching, analyzing, and resolving financial system problems.
  • Designing internal controls to track automated records and monitoring data integrity and reliability of reports.
  • Administering and utilizing various financial systems such as Defense Travel Systems.
  • Preparing financial reports and providing guidance to help with financial decisions about the organization.
  • Assisting personnel using the organization’s financial programs and with policies and procedures for financial managers.

Education Alternatives:

• Master’s or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in a field demonstrating the knowledge, skills, and abilities necessary to do the work of the position.
• Combination of Education and Experience: A combination of education and experience may be used to qualify if the computed percentage of the requirements is at least 100%.

Foreign Education:

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in the interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program, or full credit has been given for the courses at a U.S. accredited college or university.
