FINANCIAL MANAGEMENT ANALYST

This position is located in the Comptroller Department of the Fleet Numerical Oceanography and Meteorology Center.

Responsibilities

• Provide financial statements, accounting reports, and other information reflecting the interrelationship between accounting, budgeting, and other management data.
• Perform functions such as formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
• Review and evaluate budget requests and control, and report on obligations and expenditures.
• Develop, determine, and interpret budgetary policies and practices.
• Analyze and recommend costs and benefits of alternative methods of financial management of the organization's programs and administrative operations.
• Implement legal and regulatory controls over approved budgets.
• Provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
• Perform a variety of other fiscal, accounting, or financial management duties and responsibilities as required, including certifying contractor invoices for payment (e.g., using Wide Area Workflow (WAWF)).
• Assist in budget formulation, execution, financial planning, and extracting and analyzing financial data using integrated financial management systems (e.g., Navy ERP).
• Serve as an appointed customer service representative (CSR) for Standard Labor Data Collection and Distribution Application (SLDCADA).
• Apply financial regulations, policies, and procedures to evaluate funding requests, independently perform complex budget analysis, formulate financial plans, and execute fund controls.
• Interpret and apply Federal Appropriations Law, Department of Defense/Navy financial management regulations, and financial policies.
• Identify discrepancies and formulate corrective actions (e.g., identifying suspended transactions and mismatches between accounting systems).

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after December 31, 1959, must be registered for Selective Service.
• Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. Certification must be achieved within prescribed timelines.
• Subject to working an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Analyzing and recommending costs and benefits of alternative methods of financial management of the organization's programs and administrative operations.
• Developing, determining, and interpreting budgetary policies and practices.
• Certifying contractor invoices for payment (e.g., using Wide Area Workflow (WAWF)).
• Assisting in budget formulation, execution, financial planning, and extracting and analyzing financial data using integrated financial management systems (e.g., Navy ERP).
