FINANCIAL MANAGEMENT ANALYST
About the role
You will serve as a Financial Management Analyst for SOUTHEAST REG MAINTENANCE CTR SERMC. Duties include performing or advising on work in any of the phases or systems of budget administration, formulating budget and estimates to support plans, programs, and activities, reviewing and evaluating budget requests, controlling and reporting on obligations and expenditures, developing, determining, and interpreting budgetary policies and practices, analyzing and recommending costs and benefits of alternative methods of financial management, implementing legal and regulatory controls over approved budgets, providing advice on effective and efficient methods for the acquisition and use of funds, providing FIAR support, preparing various financial documents and briefings, and preparing audit readiness samples.
Responsibilities
- Perform or advise on work in any of the phases or systems of budget administration.
- Formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
- Review and evaluate budget requests.
- Control and report on obligations and expenditures.
- Develop, determine, and interpret budgetary policies and practices.
- Analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
- Implement legal and regulatory controls over approved budgets.
- Provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
- Provide FIAR support, including reviewing completed work for accuracy of data and information, procedure and guidance compliance, and error-free documentation prior to submission.
- Ensure financial statements are created in compliance with audit requirements.
- Prepare various financial documents and briefings for review and use by senior leadership.
- Prepare audit readiness samples in accordance with DoD FIAR guidance, including ensuring that all PII is properly redacted from the submission.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Must be willing to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- Experience and knowledge of DoD financial management procedures, laws, and regulations.
- Knowledge of budget policies and requirements.
- Knowledge of auditing techniques.
- Knowledge and awareness of DoD/DON financial management initiatives including current policies, and possible trends.
- Ability to apply innovative management concepts and forward thinking.
- Experience communicating effectively at all levels of the chain of command.
- Experience and knowledge of financial operations in DoD ship repair or industrial activities.
- Experience working in the Navy Enterprise Resource Planning system (Navy ERP).
Qualifications
- At least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
- Specialized experience must demonstrate the following: experience and knowledge of DoD financial management procedures, laws, and regulations; knowledge of budget policies and requirements; knowledge of auditing techniques; knowledge and awareness of DoD/DON financial management initiatives including current policies, and possible trends; ability to apply innovative management concepts and forward thinking; experience communicating effectively at all levels of the chain of command; experience and knowledge of financial operations in DoD ship repair or industrial activities; experience working in the Navy Enterprise Resource Planning system (Navy ERP).
