FINANCIAL MANAGEMENT ANALYST.
Responsibilities
- Analyze program obligations, cost trends, and variances to assess program fiscal performance.
- Utilize data from various systems (e.g., DCPDS, DCPS, CARIS, WYPC, SABRS) to synchronize budget estimates and execution for financial and human resources decisions, budget formulations, and execution.
- Generate and evaluate financial reports and transactions from financial management systems to present to leadership and management, ensuring compliance with regulations.
- Apply labor methods and techniques (e.g., labor surveys, funding levels) to determine labor requirements, including man-hours, man-years, and full-time equivalents (FTEs).
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. Certification must be achieved within prescribed timelines.
- Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:
- Performing complex financial analysis to forecast labor costs, Full-Time Equivalent (FTE) utilization, and personnel funding requirements, including budget formulation and execution using multiple funding appropriations (e.g., Operations & Maintenance, Navy (OM&N), Research, Development, Test and Evaluation (RDT&E), and Reimbursable funding streams).
- Serving as a technical point of contact within Navy ERP to manage labor execution and financial integrity, resolving complex labor errors (e.g., Gross Pay Record (GPR) corrections, undistributed labor transactions, and manual allocations).
- Serving as the primary point of contact and subject matter expert (SME) for the formulation, review, reconciliation, and submission of complex civilian personnel budget exhibits.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
