About the role
Step into a pivotal role shaping the future of space operations as the Financial Management Leader for the 11th Sustainment Squadron within the Space Training and Readiness Command (STARCOM) at Peterson Space Force Base, Colorado. In this dynamic position, you will drive the financial strategy behind critical national security missions by formulating strategic program goals, robust financial plans, and overarching policies that directly enable the commander’s mission objectives. You will serve as the primary civilian advisor to the 11 STS Materiel Leader, providing expert counsel and strategic foresight on complex financial issues essential to the rapid development and fielding of cutting-edge Space Force Testing and Training capabilities.
The ideal candidate brings proven expertise in executing complex financial plans and directing the daily operations of a financial management division within a government or intelligence framework. This seasoned leader excels at providing strategic advisory oversight to ensure strict compliance with fiscal directives while managing the full lifecycle of major financial events, from initial fund allocation through fiscal year-end closeout. The candidate must possess practical knowledge and experience in applying cost estimating applications to rigorous acquisition requirements and demonstrate the ability to successfully obtain and maintain a Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance.
Responsibilities
- Develop strategic program goals, financial plans, and policies to support commander’s mission objectives.
- Serve as the primary civilian advisor on complex financial issues for the 11 STS Materiel Leader.
- Execute complex financial plans and direct daily operations of a financial management division.
- Provide strategic advisory oversight to ensure compliance with fiscal directives.
- Manage the full lifecycle of major financial events, including fund allocation and fiscal year-end closeout.
- Apply cost estimating applications to acquisition requirements.
- Develop current multi-year program requirements plans and timetables.
- Ensure budgetary forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives.
- Review the formulation, justification, and execution of financial programs.
- Plan, organize, and direct the functions and staff of a small to medium-sized organization.
- Mentor, motivate, and appraise staff.
- Communicate effectively, both orally and in writing.
Requirements
- Must be a U.S. Citizen.
- Must be able to obtain and maintain a Secret security clearance (Top Secret / Sensitive Compartmented Information (TS/SCI) required).
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations.
- May be required to work overtime on an unscheduled or emergency basis.
- May be required to travel by military or commercial aircraft for TDY assignments (approximately 15 days per year).
- This position is part of the Acquisition Professional Development Program (APDP).
- Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
- Permanent Change of Station (PCS) is not authorized; incentive is not authorized.
Qualifications
- Knowledge of legislation, Congressional, DoD, DAF, and HQ SpOC policies, processes, procedures, and regulations governing programming and budgeting.
- Knowledge of all phases of the Federal budget process and the DOD planning, programming, and budgeting/execution systems.
- Professional knowledge of accounting practices, methods, techniques, and generally accepted accounting principles and standards.
- Skill in organizing, analyzing, interpreting, and evaluating budgetary data and project results.
- Ability to apply various analytical methodologies and techniques to requirements.
- Knowledge of safety and security regulations, practices, and procedures.
