Financial Analyst.

This position is located in Portland, OR—a city known for its expansive greenery, bike-friendly infrastructure, public transit system, and vibrant culture. Portland offers lively festivals, diverse food scenes, and proximity to the Portland International Rose Garden and the Portland Trail Blazers. The role is based at headquarters, just a 7-minute walk from the Moda Center.

Responsibilities

• Perform independent financial analysis and evaluation for assignments of limited difficulty, applying established methods, regulatory provisions, and standard practices.
• Prepare accounting and financial analyses, presentation materials, studies, and research projects for less difficult assignments.
• Develop alternatives and recommend financial policies aligned with BPA’s strategic financial goals and objectives.
• Research and analyze financial issues related to the development, communication, and execution of BPA’s financial strategy.
• Prepare briefing materials and analyses on financial topics, issues, problems, and findings.

Requirements

• United States citizenship.
• Participation in the e-Verify program.
• Compliance with Selective Service registration requirements (males).
• In-person reporting to the official duty location.
• Responses to four short, free-response essay questions in the application questionnaire (not scored but reviewed by hiring managers).

Qualifications

GS-09:

• One year of specialized experience equivalent to the GS-07 level in the Federal service, including:
  • Performing financial analysis and evaluation in a developmental capacity.
  • Applying established methods, regulatory provisions, and standard practices to independently complete less difficult assignments.
  • Researching and analyzing financial issues to develop policy alternatives aligned with strategic financial goals.
• Substitution options:
  • A Master’s or equivalent graduate degree, or
  • Two full years of progressively higher-level graduate education leading to such a degree, or
  • An LL.B. or J.D. (if related).
  • Combination of education and experience (e.g., graduate education beyond the first year may substitute for less than one year of specialized experience).

GS-11:

• One year of specialized experience equivalent to the GS-09 level in the Federal service, including:
  • Performing financial analysis and evaluation for assignments of average difficulty.
  • Applying established work methods and regulatory provisions to resolve financial and management problems.
  • Researching, formulating, and assessing alternative financial policies within BPA’s strategic context.
• Substitution options:
  • A Ph.D. or equivalent doctoral degree, or
  • Three full years of progressively higher-level graduate education leading to such a degree, or
  • An LL.M. (if related).
  • Combination of education and experience (e.g., graduate education beyond the first two years may substitute for less than one year of specialized experience).

Note: "Experience" includes paid and unpaid work (e.g., volunteer roles through National Service programs like Peace Corps or AmeriCorps). Federal employees must meet time-in-grade requirements by the closing date. CTAP candidates must meet all qualifications to be considered "well qualified."

Education

If substituting education for specialized experience, you must submit proof of qualifying education from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an approved organization. Transcripts are required; failure to provide them may result in a rating of "Ineligible."
