About the Role
This position provides financial management and technical assistance for appropriated and nonappropriated fund (NAF) budgeting, ensuring compliance with regulations and supporting long-range planning. The role involves analyzing financial reports, evaluating internal policies, and managing accounts payable and receivable processes.
Responsibilities
- Provides technical assistance to managers concerning appropriated and nonappropriated fund budgeting.
- Ensures correct production and execution of budgets, including compliance with regulations.
- Reviews and analyzes financial reports to identify trends, working capital, and the NAFI's financial position.
- Ensures coordination, realism, and support for long-range planning across individual budgets.
- Consolidates budgets into a single NAFI package.
- Evaluates internal policies, procedures, and management controls for adequacy; monitors compliance and recommends improvements.
- Performs financial analyses for proposed ventures, evaluates efficiency and effectiveness, and prepares return on investment schedules for capital projects.
- Assists managers in decision-making for capital reinvestments.
- Executes Accounts Payable (AP) functions, including verification, coding, and timely processing of vendor invoices, disbursements, and expense claims.
- Manages Accounts Receivable (AR) processes, including generating accurate billing, tracking aging reports, processing payments, and resolving discrepancies.
Requirements
- Direct Deposit and Social Security Card required upon appointment.
- Must meet qualification, eligibility, and background requirements, including a Tier 1 (T1) investigation.
- Satisfactory completion of employment verification (E-Verify) check.
- One-year probationary period may be required.
- Must be able to obtain and possess a valid Driver’s License.
Qualifications
- Resumes must clearly verify qualifications and be limited to two pages or less.
- Government positions must include pay plan, series, grade, dates, and agency/department in the resume.
- At least one year of experience performing duties at a level that equipped the applicant with the required knowledge, skills, and abilities.
- Demonstrated work experience interpreting and assessing program financial performance using standard financial management systems.
- Experience interpreting balance sheet and profit and loss statement results.
- Application of commercial budgeting techniques.
Education is not required for this position and will not be used to determine minimum qualifications.
Additional Information
- Duty station is Fort Sam Houston, TX; must reside within commuting distance.
- Situational telework may be provided for emergencies, office closures, or compelling Agency needs.
- Access to certain federal facilities may require a REAL ID-compliant driver’s license/ID or an Enhanced Driver’s License (EDL).
- Payment of Permanent Change of Station (PCS) costs may be authorized based on eligibility and Government interest.
- Relocation or recruitment incentive may be authorized, paid in accordance with a service agreement.
