About the Role

The Financial Analyst supports the Transportation Project Delivery Department's Capital Programming Division by assisting with budget planning, financial forecasting, capital improvement program reporting, and project cost analysis. This hybrid position works closely with the Fund Manager and other department leaders to manage operating and capital budgets, develop financial reporting tools, maintain Power BI dashboards, and provide data-driven insights that support transportation infrastructure projects and strategic decision-making.

Qualifications

  • Six (6) or more years of accounting or finance experience.
  • Associate's degree in Accounting, Business Administration, Economics, Finance, Public Administration, Statistics, or a related field plus four (4) or more years of accounting or finance experience.
  • Bachelor's degree or higher in Accounting, Business Administration, Economics, Finance, Public Administration, Statistics, or a related field plus two (2) or more years of accounting or finance experience.
  • Experience in financial analysis, budgeting, or government finance is preferred.
  • Experience with financial systems, databases, and reporting tools.
  • Proficiency in Microsoft Excel, Power BI, Access, SQL, or similar data analysis tools is preferred.

Requirements

  • Support operating budget development and annual budget planning activities.
  • Maintain and update capital project budget worksheets.
  • Enter financial information into the county's Planning Analytics budgeting system.
  • Develop expenditure forecasts and financial reports for transportation projects.
  • Analyze project costs, historical financial data, and budget trends.
  • Serve as backup approver for capital requisitions and monitor capital fund balances.
  • Develop tools to monitor project costs across design, right-of-way, and construction phases.
  • Manage and maintain Capital Program Power BI financial dashboards.
  • Affiliate with administration of transportation funding programs and capital budgets.
  • Affiliate with department leadership with financial reporting and project control tools.
  • Collaborate with internal stakeholders to improve financial processes and decision-making.
