About the role
Torch Technologies is seeking a Financial Analyst to join a team supporting the 23rd EWS, 350th Spectrum Warfare Group (350 SWG), 350th Spectrum Warfare Wing (350 SWW) at Eglin AFB, Florida. The 350 SWW serves as the technical focal point for all electronic warfare (EW) support of warfighter systems for the Combat Air Forces (CAF). Its mission is to develop and test mission data (MD) to defeat enemy radar and infrared guided missile systems, enhancing aircrew and aircraft survivability in combat. This includes operational EW testing, MD development/validation/verification, force development evaluation execution, and facilitating foreign materiel exploitation.
Responsibilities
- Provide advice and assistance with monitoring and reporting the financial status of assigned programs.
- Work financial issues including expiring periods of performance, funding limited to certain fiscal years, and coordinating funding documents with other government agencies or contracting offices for test support.
- Assist in performing budget and financial and cost variance analysis, obligation and expenditure forecasting, funds management, cost estimating, and development of program/budget documentation.
- Provide quality control of the automated financial database where funds are tracked; develop and implement methodologies for tracking different types of expenditures to assist in preparing future budgets; assist with performing cursory audits of program expenditures; and utilize reports to keep abreast of all squadron program funds.
- Provide assistance with acquisition project support, including resource or Program Budget/Financial Planning Assistance, Acquisition and Material support, Project Management Assistance, and/or Contracting Assistance of the resource management aspects of their programs.
- Provide advice and assistance in preparing, processing, reviewing, and executing all aspects of various funding documentation, including but not limited to:
- Purchase Request (PR) (AFMC Form 36).
- Military Interdepartmental Purchase Request (MIPR) (DD Form 448).
- Project Order (PO) (AF Form 185).
- Miscellaneous Obligation/Reimbursement Document (MORD) (AF Form 406).
- Request for Purchase (AF Form 9).
- Other financial documents as required.
- Experience with the following is strongly preferred:
- Forecasting obligation and expenditure rates.
- Tracking actual commitments, obligations, and expenditure rates.
- Tracking funding documents through respective financial processes and databases.
- Clearing financial deferrals that might occur.
- Verifying accuracy of long-line accounting codes, Job Order Number (JON), Work Breakdown Structure (WBS), Element of Expense Identification Code (EEIC), and available funds for all supply purchases.
- Defense Travel System (DTS) budgets, obligations, and expenditures.
- Familiarity with accounting programs such as Power BI Data Visualization, DEAMS (Defense Enterprise Accounting and Management System), and ECARS (Electronic Contract Administration Request System).
Requirements
- U.S. Citizenship.
- Bachelor’s or Master’s degree in an applicable discipline.
- At least 3 years of experience; 9 years of experience may be substituted for any shortfalls in education requirements.
- DoW Financial Management Level 2 Certification or 3+ years of DAF FM experience.
- Secret clearance required at hire; must maintain clearance level throughout employment tenure.
Preferred Qualifications
- Proficient with Microsoft Office Suite, expert attention-to-detail, and highly organized.
- Superior attention-to-detail with Department of War (DoW) experience desired.
Schedule
40 hours per week.
