The AUKUS, Submarines, and Industrial Base Group (ASIG) within the Sea, Land, Air Division provides timely, objective, analytic assessments integrating technical, operational, programmatic, policy, and business analysis to support submarine platform construction for Director Submarine Program directorates and key stakeholders.
Director Submarine Program unifies submarine platform procurement activities, including the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office. Analysts and engineers supporting this program contribute to decades of support for the SSBN force, oversight of cutting-edge attack submarine construction, development of future SSN platform design requirements, and innovative strategies to strengthen the submarine shipbuilding industrial base.
Responsibilities
- Support resource programming, cost-benefit analysis, forecasting, and financial analysis for the Deputy Chief of Naval Operations for Personnel, Manpower, and Training (PMT) (OPNAV N1) portfolio totaling ~$19.1B.
- Perform manpower costing, financial modeling, capital and investment analysis, and resource planning.
- Support maintenance of financial databases and develop analytical tools to evaluate program alignment with higher-level priorities and resourcing requirements.
- Work with program claimants to build logical, defendable, guidance-compliant, and risk-adjusted annual program submissions.
- Track multiple programs and issues, interacting frequently with subordinate staffs, N1 staff, and other OPNAV staff codes to provide cross-functional recommendations for resourcing decisions.
- Develop status reports, perform program risk assessments, and use financial management tools.
- Create and revise data displays, impact statements, briefing slides, and justification papers, often on short deadlines.
- Prepare and present executive-level products as needed.
- Provide leadership and oversight to junior POM Analysts and help deconflict requirements between programs.
- Complete required courses on the Navy’s Planning, Programming, Budgeting and Execution (PPBE) System, PBIS database, and Action Officer Training.
Requirements
- Bachelor's degree in Mathematics, Business, Physical/Applied Science, or management disciplines such as Business Administration, Accounting, Finance, or Economics.
- 15 years of relevant work experience in finance, accounting, programming, systems analysis, or POM.
- Strong analytical, critical thinking, and computer skills, including experience with databases and the ability to quickly learn Navy financial planning/tracking databases.
- Ability to investigate and resolve issues, develop and recommend courses of action, and present recommendations to decision-makers.
- Ability to act independently with minimal supervision and guidance.
- Active SECRET clearance and the ability to maintain it throughout employment.
Preferred Qualifications
- Experience with the Program and Budget Information System (PBIS), Intelligent Workbook module of the Navy Manpower Programming and Budgeting System (NMPBS), and Corporate Automated Resource Information System (CARIS).
- Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process to allocate resources within the Department of Defense (DoD).
- Experience providing POM budget submissions.

Pay
Salary range: USD $125,000.00/Yr. - USD $140,000.00/Yr.
