FINANCIAL ANALYST
Locations: Chambersburg, Pennsylvania; Columbus, Ohio; Fort Huachuca, Arizona; Fort Meade, Maryland; Mechanicsburg, Pennsylvania; Pensacola, Florida; Scott AFB, Illinois.
Duties
- Develop, monitor, and analyze internal control processes; identify problem areas; determine logical conclusions; ensure compliance; and take action to improve operating program effectiveness.
- Apply analytical principles to conduct reviews, analysis, and evaluations.
- Interpret regulatory guidance and law, apply to financial environment for compliance, policies, and make recommendations for desired outcomes.
- Effectively communicate findings (written and oral) and recommendations in an objective, logical, visible, clearly understandable, and convincing manner.
- Network, create presentations, implement expected changes, and outcomes.
- Perform in-depth financial and management analysis of appropriated and working capital funds.
- Analyze accounting systems or modify and adapt conventional accounting and analytical techniques to solve accounting issues.
- Take initiative and lead business process reengineering efforts/program management for the Agency.
- Manage and complete complex assignments, lead personnel, and document findings to withstand audit scrutiny.
- Produce quality reports in a demanding, changing environment.
Requirements
- Must be a U.S. Citizen or National.
- This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Males born after 12-31-1959 must be registered for Selective Service.
- Candidates must have served 3 months after the latest competitive appointment in the Federal service.
- Obtain/Maintain Certification Level 3 as designated in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
- Must be able to obtain and maintain a security clearance.
- May be subject to initial and random drug testing for this position, if applicable.
- OGE Form 450, Confidential Financial Disclosure Report required within 30 days of appointment.
Qualifications
For the GS-14, one year of specialized experience, equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, is required. Specialized experience is defined as:
- Experience developing and monitoring internal control programs or processes to identify problem areas, determine actions required to improve operating program effectiveness, and maintain the integrity of agency financial information.
- Experience interpreting and assessing impacts of new and/or revised accounting or internal controls procedures and requirements to develop practical and innovative approaches to complex and novel problems resulting from changes.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time-in-grade requirement. Applicants must have served 52 weeks as a GS-13 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in-grade, specialized experience, the 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement.
There is no substitution of education for specialized experience at the GS-14 grade level.
